Schedule of Events


The Judicial Council of California (JCC) seeks to retain the services of qualified Service Provider Firm(s) (SPF) with expertise and experience in Facility Operations and Maintenance (FOM) programs as described herein. The JCC has established a two-step selection process to accomplish this important goal: 1) pursuant to this RFQ, solicit Statements of Qualifications (SOQs) from SPFs to establish a shortlist; Step (1) is now completed with the results posted on the Judicial Council Bidders/ Solicitation website (http://www.courts.ca.gov/42667.htm) on September 13, 2019. Step (2) Shortlisted SPFs should now submit responses to a Request for Proposals (RFP) to furnish FOM Services for California’s courts statewide. The statewide court facilities that are the subject of the RFQ and the RFP will be divided into three geographical regions: BANCRO, NCRO, and SRO as described in Request for Proposal and all other related documents.

While changes and revisions to this reposted RFP are highlighted in red for the convenience of the proposal, each bidder is responsible for reviewing the entire solicitation package to ensure that its proposal is complete, responsive and accurate. The Judicial council does not warrant that all changes to the RFP have been highlighted.

Facilities Services is responsible for maintaining and operating court facilities to ensure uninterrupted and equal access to justice for all Californians. There are over 250 facilities with approximately 10 million square feet of space fully maintained by JCC and over 150 facilities with approximately 2 million square feet where the JCC has some level of maintenance responsibility.
