Description

The Judicial Council seeks proposals from firms to provide the services of qualified, properly licensed consultants with expertise in all phases of title, escrow, and related services.

The Judicial Council seeks to enter into Master Agreements with multiple Consultants pursuant to this solicitation.

A Pre-Proposal Conference will be held on Wednesday, September 24, 2025, at 2:00 PM, Pacific Time, via Microsoft Teams. Attendance at the Pre-Proposal Conference IS NOT mandatory in order to submit a Proposal.

Questions regarding the Request for Proposals (RFP) should be submitted in writing to the Judicial Council via Solicitations@jud.ca.gov no later than 3:00 PM, Pacific Time, on Thursday, October 9, 2025.

Proposals must be received no later than 3:00 PM, Pacific Time, on Thursday, November 6, 2025.

Only electronic submittals will be accepted.  For electronic submission firms must email their Statement of Qualifications (SOQ) and Cost Proposals no more than three (3) days in advance of the submittal due date to the following email addresses:
