The Judicial Council of California’s Facilities Services seeks to identify a number of firms qualified to provide Energy Management Information System and Utility Bill Population services for the portfolio of Judicial Council-managed facilities for the period of November 2026 to October 2031 with possible extensions to October 2037.

Description

The Judicial Council seeks proposals from qualified and experienced vendors to implement a comprehensive Energy Management Information System (EMIS) and Utility Bill Processing (UBP) solution.

The Judicial Council seeks to enter into an Agreement with one (1) Contractor pursuant to this solicitation.

A Pre-Proposal Conference will be held on Tuesday, June 24, 2025, at 10:00 AM Pacific Time via Microsoft Teams. Attendance at the Pre-Proposal Conference IS NOT mandatory in order to submit a Proposal.

Questions regarding the Request for Proposals (RFP) should be submitted in writing to the Judicial Council via Solicitations@jud.ca.gov no later than 2:00 PM, Pacific Time on Tuesday, July 1, 2025.

Proposals must be received no later than 2:00 PM, Pacific Time on Friday, July 25, 2025.

Only electronic submittals will be accepted.  For electronic submission firms must email their Statement of Qualifications (SOQ) and Cost Proposals no more than three (3) days in advance of the submittal due date to the following email addresses:
