The Judicial Council of California, chaired by the Chief Justice of California, is the policy-making body for the California court system. The Judicial Council’s Center for Families, Children & the Courts (CFCC) is responsible for administering trainings and developing policies to juvenile court stakeholders.

This request seeks a proposal from a qualified Contractor to develop an updated, comprehensive directory of all California youth courts. This directory must detail each court's county location, operational model, average participant volume, lead agency, and relationship with the local superior court. The directory should also identify whether the program integrates or provides training on behavioral health issues.

Upon completion of the directory, the Contractor will provide a summary report of the data analyzing the current state of youth courts and give a presentation on the report which must be conducted in a way suitable for recording and future distribution.

Questions should be directed to solicitations@jud.ca.gov and must be received no later than 1:00 PM Pacific Time, March 20, 2026.

Proposals must be received by the Judicial Council no later than 1:00 PM, Pacific Time, April 1, 2026.
