Overview
The Supervising Analyst in Research, Analytics, and Data supervises day-to-day activities of staff, and assigns, reviews, organizes and evaluates the ongoing work performed in the Research & Evaluation unit. This includes managing 1) various ad hoc studies, including short turn-around legislative- and fiscal-impact studies; 2) long-term, ongoing research studies, including updates to the Judicial Workload Assessment (as mandated under Government Code 69614) and the Resource Assessment Study- the trial court staff workload assessment model; and 3) research consultation and support to JC offices and JC committees relating to workload analysis, performance measurement, and data collection design, methodologies, and evaluation. This position also assists with unit planning and budgeting and staff development. Finally, the Supervising Analyst serves as the lead staff to the Data Analytics Advisory Committee. The incumbent interfaces with court leadership, the Executive Office, offices within the Judicial Council, and various other state entities. The job requires strong analytical skills; the ability to use statistical software and conduct quantitative analysis; the ability to multi-task and the ability to supervise and coordinate the work product of various individuals to meet deadlines.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding this locations.
Responsibilities
• Supervisory Duties.
• Supervise workload studies updates (Resource Assessment Study (RAS) and Judicial Workload Study).
• Serve as the lead staff to the Data Analytics Advisory Committee (DAAC).
• Oversee and/or provide research, evaluation, and analytical support to other offices within the JC, other JC advisory committees, and trial courts. Delegate projects to suitable staff and coordinate and review responses.
• Oversee the timely production of mandated studies, including reports prepared under Government Code 69614(c) and 77001.5, and other administrative matters/materials related to the projects of the unit.
• Fiscal and Legislative Impact Evaluation.
Qualifications
Bachelor’s degree, and five (5) years of analytical or managerial experience in program analysis,
implementation, research and/or evaluation, which includes one (1) year of supervisory experience.
An additional four years of professional experience as noted above may substitute for the bachelors.
degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public
administration, statistics, mathematics, etc. that included qualitative and quantitative research, and
two (2) years of analytical experience in program analysis, development, implementation, research,
and/or evaluation, which includes one (1) year of supervisory experience.
OR
One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other
level (C42) class with the Judicial Council of California or one (1) year of experience performing the
duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst
or three (3) years as an exempt-level Analyst in a California Superior Court or California state-level
government entity and a) completion of training courses on topics related to effective supervision
within 6 months of promotion; or b) one year of previous supervisory experience.
