Overview
The Judicial Council of California is accepting applications for the position of Supervising Analyst with the Center for Families, Children & the Courts.
The Supervising Analyst position provides leadership and oversight for CFCC’s multidisciplinary Self-Help, Shriver Civil Counsel, Equal Access, JusticeCorps, and related grant‑funded programs. The incumbent supervises Senior Analysts, an Analyst, an Associate Analyst, and an Administrative Coordinator and manages statewide grant portfolios, allocation methodologies, program operations, and training resources. The role ensures analytical quality, program compliance, and consistent statewide implementation by directing work related to Shriver Civil Counsel, Equal Access Fund administration, JusticeCorps, VAWEP projects, Self‑Help Center funding, Moodle/SHMOODLE and Equal Access platform content, Court-Based Self-Help evaluation, and mandated reporting. The Supervising Analyst exercises independent judgment in establishing procedures, coordinating cross‑office workflows, resolving escalated issues, and aligning their unit’s operations with Judicial Council priorities
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
- Oversee statewide grant administration and program operations for court-based self-help and access to justice programs to ensuring effective oversight of consistent, equitable, and compliant delivery of self-help and access-to-justice services for California trial courts and legal service partners.
- Lead oversight of evaluation design, data architecture, performance measurement, and analytics used for program improvement, funding decisions, policy development and mandated reporting ensuring methodological quality and appropriate interpretation.
- Ensure compliant financial practices for statewide programs, including budgeting, allocations, monitoring, and corrective actions.
- Oversee statewide training initiatives and public-facing information resources to support courts, legal services, and self-help centers; coordinate with Supervising Attorney on legal content and ensure program guidance is accurate, consistent, accessible, and appropriately reviewed.
- Establish and implement unit processes and standards; monitor performance; identify and manage operational, fiscal, compliance, and reputational risks; and maintain continuity of operations across grant and program portfolios.
- Represent the Judicial Council in stakeholder meetings; support advisory bodies; provide program and operational guidance to justice partners; and elevate matters requiring policy, legal, fiscal, or executive direction.
- Plan, organize, assign, and review work across Shriver Civil Counsel, Equal Access Fund–related support, Self-Help program methodologies, VAWEP projects, JusticeCorps operations, and related evaluation activities, including grant awards, funding allocations, contract deliverables, compliance monitoring, and corrective actions; set standards for quality, timeliness, accuracy, and accountability.
- Oversee the full grant funding lifecycle for Self-Help grants, Shriver Civil Counsel, Equal Access Fund, VAWEP, and related programs, including budget development, funding allocations and awards, expenditure tracking, fiscal monitoring, amendments, closeout, and corrective actions to meet fiscal and compliance requirements.
Supervisor Duties:
- Recommends selection of staff.
- Trains staff and propose internal and external training courses and workshops.
- Provides career development and planning for staff.
- Approves time off requests.
- Reviews and approves time sheets.
- Evaluates employee performance and conducts performance reviews; and
- Administers discipline as required.
Qualifications
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Bachelor’s degree and five (5) years of analytical or managerial experience in program analysis, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.
OR
One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.
Desirable Qualifications:
- Strong knowledge of California court based Self Help services, Shriver Civil Counsel, Equal Access, JusticeCorps, VAWEP, and related access to justice programs.
- Demonstrated experience managing complex statewide grants, budgets, allocations, contracts, and compliance requirements.
- Proven ability to lead and develop analysts, oversee multifaceted workflows, and drive high quality statewide deliverables.
- Skilled in data analysis, evaluation design, and use of analytical tools (e.g., R, SAS, SPSS, Power BI, Qualtrics, STARS) to produce clear, actionable insights.
- Experience creating statewide trainings, webinars, learning modules, and public facing resources for courts and justice system partners.
- Excellent communication and collaboration skills, with the ability to convey complex information clearly to leadership, courts, and external partners.
- Strong judgment, professionalism, and ability to manage sensitive fiscal, programmatic, and stakeholder matters.
- Ability to establish structured workflows, develop SOPs, and manage multiple priorities in a fast paced statewide environment.

Pay and Benefits
$8,512 -$12,766 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
