Overview

The Judicial Council of California is accepting applications for the position of Supervising Analyst with Leadership Support Services.

The Supervising Analyst position provides supervisory oversight to the Judicial Council Support unit. This position is responsible for the staffing of core administrative services for the Judicial Council and its Executive and Planning Committee. The unit serves as a central point of coordination and communication regarding Judicial Council membership, meetings and agendas, governance, nominations, and internal committees.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Manage resources and provide comprehensive support to the work of the Judicial Council and the Executive and Planning Committee.
  • Oversee and implement the Judicial Council’s governance structure for the staff agency under the direction of the Principal Manager.
  • Provide supervisory and program management oversight for the nominations and appointment processes for the Judicial Council, its advisory bodies, and education curriculum committees. 
  • Oversee the implementation of the annual agenda process for advisory bodies reporting to Executive and Planning Committee. 
  • Supervise and coordinate daily operations to ensure efficient and effective delivery of administrative services, including meeting planning, logistics, budgeting, procurement, invoicing, expense tracking, training, administrative quality control, and process documentation.
  • Serve as a liaison between the Executive and Planning Committee, the Executive Office, and staff regarding governance, operating standards, and policies and procedures.
  • Prepare politically sensitive and/or confidential communications on behalf of the Executive and Planning Committee chair, including emails, circulating orders, official notices, informational materials, and other formal communications.
  • Monitor and address general information requests from multiple council email accounts, including ADA and PAJAR requests.
  • Maintain a historical repository for council meeting materials and actions and manage all Judicial Council and Executive and Planning Committee internal and external webpages.
  • Develop priorities, allocate resources, resolve operational issues, and establish processes that promote efficient, consistent, and effective support of Judicial Council and Executive and Planning Committee activities.

Supervisor Duties:
 

  • Recommends selection of staff.
  • Trains staff and propose internal and external training courses and workshops.
  • Provides career development and planning for staff.
  • Approves time off requests.
  • Reviews and approves time sheets.
  • Evaluates employee performance and conducts performance reviews; and
  • Administers discipline as required.

Qualifications

MINIMUM QUALIFICATIONS 
Education and Experience:
Bachelor’s degree, and five (5) years of analytical or managerial experience in program analysis, implementation, research and/or evaluation, which includes one (1) year of supervisory experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

Pay and Benefits

$8,512 - $12,766 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
