Overview
The Judicial Council of California is accepting applications for the position of Senior Analyst with the Criminal Justice Services office. The Criminal Justice Services office is a dynamic team of attorneys, analysts, and researchers who work together to support courts and partners in implementing programs that ensure everyone has fair and equal access to justice.
The Senior Analyst position is a temporary, full-time, limited term assignment for a duration of no more than 2 years, and no later than April 30, 2028, contingent on the availability of funds.
This 2-year limited-term position is responsible for establishing, leading, and implementing the Criminal Justice Services office’s work on Proposition (Prop) 36. The workload consists primarily of leading the Prop 36 research efforts including planning data collection and data cleaning efforts, independently conducting analysis, including hypothesis testing, where appropriate. The position is also responsible for serving as the subject matter expert on the project, independently draft research reports, including mandated legislative reports, tracking project tasks, deliverables, and timelines, as well as maintaining relevant files and documentation. The role involved presenting to various stakeholder groups including advisory and subcommittee meetings, and external and internal partner meetings. The position reports to a Supervising Analyst.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
- Independently conduct research and program evaluation activities supporting statewide implementation of Prop 36 (2024), including developing research questions, logic models, and required data elements.
- Coordinate with courts and partner agencies to obtain data, clarify definitions, and align reporting requirements; maintain strong communication channels with data providers.
- Develop and maintain data collection tools (e.g., surveys, templates, spreadsheets, dashboards). Perform data cleaning, validation, tracking, and other quality assurance tasks to ensure accuracy and completeness.
- Independently conduct quantitative and qualitative analyses, including hypothesis testing, identification of trends, implementation challenges, and promising practices.
- Draft research reports, policy briefs, memos, and presentations that summarize analytic results, program implementation issues, and recommendations.
- Convert complex analysis into accessible, plain language products tailored to judicial officers, court executives, partner agencies, and the public.
- Provide Technical and Analytical Support to Prop. 36 Stakeholders.
- Collaborate with stakeholders to develop joint training sessions, recruit faculty, and deliver programming.
- Conduct research related tasks on other team projects.
Qualifications
Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

Pay and Benefits
$7,941 - $11,912 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
