Overview

The Judicial Council of California is accepting applications for the position of Senior Analyst in the Center for Families, Children and the Courts (CFCC). 

The Senior Analyst will serve as the subject matter expert on the Judicial Council’s Community Assistance, Recovery and Empowerment (CARE) Act. The CARE Act established a statewide court‐based mental health services engagement and oversight program for individuals with schizophrenia spectrum and other psychotic disorders. This position reports to the Supervising Attorney over the CARE Act Implementation team and is responsible for program management and program analysis; administers and monitors $32.9 million in statewide general funds for CARE Act trial court operations; develops and delivers training and technical assistance, develops tools and educational materials for courts and stakeholders, related to court operations and implementation of the CARE Act (Senate Bill 1338 [(Umberg; Stats. 2022, ch. 319)]).

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Responsible for statewide program management of CARE Act court operations under the direction of the Supervising Attorney.
    • Program planning and monitoring, coordinating CARE Act projects and their interdependencies, identifying risks and issues and taking corrective actions.
    • Assess effectiveness of the overall program including training and resources developed for implementation of the CARE Act as it relates to court operations. Make recommendations for improvements. Provide program oversight and technical support.
    • Manage online resources intended for collaboration and information dissemination about the CARE Act. Ensure communication is effective and meets the needs of the courts. Appropriately elevate issues or concerns to office leadership.
    • Collaborate with Supervising Attorney and management team to ensure clear communication and understanding of court operations CARE Act implementation across the offices, units and disciplines charged with the program.
  • Administers and monitors $32.9 million in statewide general funds for CARE Act trial court operations under the direction of the Supervising Attorney.
    • Work with Supervising Attorney to implement the annual statewide budget for the CARE Act including developing budget options and preparing reports to the Judicial Council and its advisory committees.
    • Conduct the mid-year reallocation process for CARE Act funding including analyzing data from the courts and preparing reports to the Judicial Council and its advisory committees.
    • Monitor financial operations of the CARE Act budget in coordination with BAP, the principal manager, CFCC budget analyst, and office director.
  • Develop and provide local and large-scale statewide live and on-demand training and technical assistance and develop tools and materials for courts, justice partners, and stakeholders related to court operations and implementation of the CARE Act under the direction of the Supervising Attorney.
    • Collaborate with the Department of Health Care Services and other relevant state entities to develop and deliver training, technical assistance and develop tools and materials for court staff and judges to support court procedural operations in the implementation of the CARE Act.
    • Training includes the CARE process, CARE agreement and plan services and supports, working with the supporter, supported decision-making, the supporter role, the family role, trauma-informed care, elimination of bias, best practices, and evidence-based models of care for people with severe behavioral health conditions.
    • Act as a resource to courts on court operations as they relate to CARE Act implementation. Provide technical assistance on CARE Act requirements, court practice and procedure. Technical assistance may include correspondence via phone or email to answer questions related to CARE Act implementation.’
    • Lead the development and dissemination of accessible web content, information, and resources for family members and other members of the public involved in or seeking to understand CARE Act proceedings.
  • Serve as a subject matter expert to Judicial Council advisory committees, other Judicial Council offices, and Office leadership on CARE Act implementation.

Qualifications

Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

Desirable Qualifications

  • Experience in court program development, implementation, and management including program data collection and reporting.
  • Knowledge or experience with CalHHS, state or local Behavioral Health, or Organizations addressing the needs of individuals with serious mental illness.
  • Experience developing and delivering training for court staff and judges to support court procedural operations of a program.

Pay and Benefits

Salary Range: $7,941 - $11,912 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
