Overview

The Judicial Council of California is accepting applications for the position of Senior Analyst in the Governmental Affairs (GA) office.

The Senior Analyst performs a full range of professional outreach duties required to implement the Judicial Branch Power of Democracy Civic Learning Initiative by serving as lead staff to the initiative. This position provides support to the chair and vice-chair with strategic planning, program enhancements, and engagement with all levels of California’s court system on outreach activities. This position collaborates with the State Superintendent of Public Instruction at the California State Department of Education and local school boards and administrators to support statewide civic learning programs, including the Seal of Civic Engagement.

The Judicial Council 
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Serves as lead staff to the Judicial Branch Power of Democracy Civic Learning Initiative
    • Organizes and implements the annual Civic Learning Awards
    • Manages and creates content for Power of Democracy website
    • Identifies funding sources and develops grant proposals to raise funds for outreach programs
    • Establishes systems for and manages grant budgets and supports staff for expenditure tracking for the K-12 civic learning aspect of the initiative
    • Collects, analyzes, and synthesizes data and feedback surveys relating to the initiative’s outreach programs
    • Oversees coordination of events and staff responsible for assembling meeting materials, coordinating space availability, set-up and catering, member travel, security, building access, and technology requirements
    • Works with vendors to order awards, banners, and certificates for school honorees
  • Supports outreach programs for trial courts, appellate courts and the Supreme Court
    • Provides logistical support for Judges in the Classroom program
    • Operates an online clearinghouse of transferable court outreach programs
    • Develops model courthouse-based educational activities
    • Conducts regional court workshops to promote outreach activities
    • Works with trial courts who are interested in doing more outreach to orient and onboard them
    • Collaborates with the Clerk/Executive Officer of the Supreme Court to create, organize, and produce annual programs for outreach and educational events mandated by the court
    • Plans and executes annual Law Day event in May
  • Collaborates with the State Superintendent of Public Instruction and local school boards and administrators to support statewide civic learning programs
    • Works with strategic partners to expand branch support of the civics initiative, including school administrators, boards, and various organizations such as Teach Democracy and the Center for Civic Education, as well as national organizations such as iCivics
    • Creates presentations, fact sheets, brochures, and other promotional materials for use in developing relationships between the judicial branch and key organizations with regard to civic learning
    • Meets with key education stakeholders to coordinate efforts to promote civics education in California

Other Duties and Responsibilities

  • Attend meetings with staff to coordinate outreach as needed
  • Attend Judicial Council trainings that are mandatory and non-mandatory
  • Participate in national civics related events on behalf of judicial branch as needed

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

Desirable Qualifications

  • Professional experience in administering education, outreach and/or engagement programs, communications, public information, or public relations.

Pay and Benefits

$7,941 - $11,912 per month

Please note, due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
