Overview
The Information Technology office is accepting application for an SAP Senior Business Systems Analyst to join the Phoenix unit.
The Senior Business Systems Analyst supports the Judicial Council of California Information Technology office (JCIT) and Branch Accounting and Procurement (BAP) teams responsible for the development and implementation of SAP financial, business, and human resources systems supporting the trial courts under the Phoenix SAP program. This role acts as a liaison between business and technical users, supporting development initiatives in the Finance, Accounting, and Human Resources areas; provides production support to team members and courts for new systems and enhancements; and serves as an operations consultant to business and technical users, analyzing and recommending efficient business processes. The Senior Business Systems Analyst works closely with the customer team, courts, and the application development and analysis teams to identify needs, solve immediate problems, and create a higher-quality product. The SAP Senior Business Systems Analyst regularly serves as a project manager for large, complex business systems projects, and provides guidance and direction for work assigned to support project teams. Senior Business Systems Analysts are responsible for enterprise-wide system implementations, deployments, and upgrade projects.
The incumbent is responsible for creating application business and technical requirements documents and project plans; developing technical specifications, reviewing and updating specifications and test scripts for new technology deployments; providing support for onboarding of courts; coordinating activities with other IT units, business partners, court staff and vendor partners; and maintenance and operations support. The role is responsible for reviewing and analyzing technology requests for new and existing Phoenix SAP system interfaces and identifying issues related to the development and maintenance of information technology systems that support business functions at the JCC and the courts.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
• Lead project management and ongoing production support for Phoenix SAP application enhancements, upgrades, infrastructure changes, interface deployments, and court implementations in accordance with the JCIT Solution Development Lifecycle methodology.
• Initiate projects by completing project assessments and developing project charters, business cases, written project requests, and business analysis requests for review and approval.
• Develop and maintain project plans covering scope, communications, resources, schedules, risks, issues, quality assurance, testing, implementation, and project closeout.
• Manage project execution by assigning technical and development resources, establishing priorities and timelines, coordinating vendors and stakeholders, tracking deliverables, managing risks and issues, and communicating project status.
• Monitor and control project scope, schedules, risks, quality, dependencies, issues, and change requests throughout the project lifecycle.
• Close projects by coordinating implementation validation, obtaining formal business acceptance, documenting outcomes, and transitioning completed changes to production support.
• Lead the implementation of new Phoenix SAP functionality, applications, technologies, upgrades, patches, and security improvements.
• Serve as the Phoenix lead for maintaining current patching and software support levels through coordination with external vendors, the Judicial Council Technology Center, Technical Services Group, Phoenix Center of Excellence, and other JCIT teams.
• Identify, recommend, and coordinate software updates required to maintain vendor support, resolve system issues, improve performance, and strengthen Phoenix system security.
• Coordinate daily SAP change management requests and production implementations with the JCIT Project Management Office, Phoenix Center of Excellence, technical teams, functional teams, business units, courts, and vendors.
• Define and document technical, system integration, and interface requirements for Phoenix SAP implementations, enhancements, and interface projects.
• Prepare Technical Team requirements documents, implementation plans, and detailed system documentation for review by IT Infrastructure, Security, and Technology Center teams and for the development of implementation work orders.
• Coordinate support and issue resolution for more than 150 Phoenix SAP production interfaces involving banking institutions, service providers, employee benefit vendors, courts, and external systems, including court case management systems.
• Assist business users and courts in developing project requests, assessments, requirements, and business analysis requests for Phoenix configuration changes, enhancements, implementations, and Information Technology Oversight Committee reviews.
• Lead the triage and resolution of Phoenix production Priority 1 and Priority 2 incidents by coordinating technical, functional, vendor, and business resources.
• Conduct and coordinate root cause analysis for Phoenix system incidents, document findings, recommend corrective actions, and track remediation through completion.
• Lead and participate in project, operational, technical, change-management, and incident-management meetings with business units, Phoenix teams, courts, the Judicial Council Technology Center, and outside vendors.
• Ensure Phoenix systems, projects, infrastructure changes, and technical processes comply with Judicial Council Information Technology Security Policies and Procedures.
• Manage software maintenance agreements, vendor support agreements, and Judicial Council Technology Center work orders associated with the Phoenix program.
• Develop budget estimates and resource projections for Phoenix projects, enhancements, software, infrastructure, maintenance, and support activities.
• Support requests for proposals, requests for quotes, requests for information, contracts, and vendor evaluations.
• Prepare Phoenix program status reports, executive updates, technical assessments, risk summaries, and recommendations for presentation to management and program stakeholders.
• Manage Phoenix desktop application deployment projects, including software packaging, testing, communications, scheduling, installation, upgrades, and rollout to Judicial Council and court users.
• Maintain the Phoenix SharePoint site by ensuring content is current, access is appropriately assigned, documentation is organized, and users can effectively use the site.

Qualifications
Bachelor’s degree and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.
Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
One (1) year as a Business Systems Analyst with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California superior court or California state-level government entity.
Desirable Qualifications:
• 5+ years of experience in SAP or ERP.
• 5+ years of experience in business and/or systems analysis.
• 5+ years of lead experience in project management, development, and deployment.
• 5+ years of experience supporting technical projects.

Pay and Benefits
$7,941 - $11,912 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
