Overview
The Judicial Council of California is accepting applications for the position of Manager, Facilities Project Management, for the Facilities Services office.
The Manager will perform all duties necessary to oversee, guide, and manage the program and project management personnel implementing the judicial branch’s capital and renovation projects. The Manager collaborates with other unit managers in Facilities Services and within the Judicial Council of California (JCC), in the development and implementation of statewide initiatives such as design and construction and facility modification protocols, processes, and/or procedures.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in-person at the Judicial Council’s San Francisco or Sacramento office at least two days a week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
Responsible for overall management of the design and construction of capital projects, including new buildings and major renovations, remodels, leases, and some minor facility modifications. Manage assigned projects.
- Establish, develop, and execute project specific goals, requirements, schedules, budgets, and strategy.
- Assign and oversee project managers and/or consultants to develop the scope, design, and complete construction on schedule and within established budgets with minimal disruption to the courts. Direct and advise on protocols, processes, and procedures related to project responsibilities.
- Management oversight of the development and review of architectural, mechanical, electrical, plumbing, IT infrastructure, and security drawings and specifications.
- Partner collaboratively with other unit managers in the development and implementation of statewide initiatives that control and guide the capital and major renovation projects.
Periodic travel to job sites and other Judicial Council offices as required. Works with the Facilities Services’ Fiscal Support unit in the establishment, oversight, and appropriate management of contract encumbrances for assigned regions:
- Provide management oversight of all contract agreements, amendments, change orders, delays and encumbrances.
- Oversight of the development of RFPs/RFQs, solicitation process and contract award.
- Management oversight of vendor performance to ensure compliance with contractual requirements, all regulating entities, and client expectations.
- Oversight of established design schedules and milestones with consultants.
Project Team Management:
- Advise project team on the development of design standards.
- Ensure that drawings and designs are completed on time and adhere to established specifications and design standards.
- Management of oversight of any necessary due diligence efforts on behalf of the internal team, project partners, clients and/or end users, maintaining and delivering all appropriate documentation.
- Provide technical guidance to staff on complex design issues.
- Meet with internal and external stakeholders to find resolution to unusual problems or design challenges, including best practices and code alternatives to ensure safety in building structures.
Supervisory duties:
- Establish regular one on one meeting with staff
- Review staff reports and provide direction
- Recommend selection of staff.
- Trains staff and proposes internal and external training courses and workshops.
- Provides career development and planning for staff.
- Approves time off requests.
- Reviews and approves time sheets.
- Evaluates employee performance and conduct performance reviews; and
- Administers discipline as required.
Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in architecture, engineering, building engineering, or construction management, and five (5) years of professional-level analytical or managerial experience in assigned function, including, but not limited to, program analysis, development, development, implementation, research, and advising, including at least two (2) years of supervisory experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years in a supervisor class with the Judicial Council of California, or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor in a California superior court or California state-level government entity, or two (2) years as a Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

Pay and Benefits
$12,615.00 - $15,792.00 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
