Overview

The Judicial Council of California is accepting applications for the position of Manager with the Branch Accounting and Procurement office.

The Manager position is responsible for overseeing and monitoring trial court treasury functions, including cash and investments held in branch bank accounts on behalf of the trial courts. The role also manages trust accounting functions, such as reviewing Uniform Civil Filing Fees, monitoring trust disbursements, calculating interest, processing electronic fund transfers, and advising courts on compliance with accounting standards. In addition, this position is frequently asked to provide insight, options, recommendations, and observations on trial court cash flow and accounting matters.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Responsible for the management of all banking relationships under the Bank of America Master Banking Agreement (BOAM), including associated fees and services, for all bank accounts used by trial courts.
    • Provide expert treasury and banking service advice to the trial courts and the Judicial Council.
  • Responsible for investing all trial court funds held in bank accounts established under the BOAM on behalf of the trial courts.
    • Manage the investment service provider contracts and relationships.
  • Responsible for summarizing and monitoring all trial courts’ daily and monthly cash flow data to support management of the investment program and determine the most advantageous investment options for the trial courts.
    • Review and approve the investment position for all 58 trial courts, determining the investment redemption or purchases needed to meet each court's daily cash needs.
  • Manage all Uniform Civil Fees (UCF) related bank accounts, reporting, accounting, and remittance to the State and local agencies in accordance to Government Code Section 68085.1.
    • Manage the relationship with Bank of America Merchant Services ensuring the cost and services provided meet trial court needs.
  • Manage the Trust Accounting unit, which performs daily cash and investment accounting and reporting for all 58 trial courts, and completes both interest bearing and non-interest-bearing trust disbursements for courts using Trust Accounting services.
    • Approve and monitor current services provided to the courts and oversee the migration of new trust or agency activities into Trust Accounting unit processing.
  • Manage the supply of banking and investment service provider information, as outlined in the BOAM, needed for the Trust Accounting staff to perform daily cash accounting and reporting in the Phoenix system.
    • Manage the receipt of bank account transaction activity files that are automatically delivered each day to the Phoenix system to support daily cash and investment accounting.
  • Manage the processing of the monthly UCF collections and distribution accounting within the Phoenix system.
    • Manage the investment of UCF receipts held in The Superior Courts of California established BOAM UCF depository accounts.

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree and five (5) years of professional-level analytical or managerial experience in assigned function, including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. An additional four (4) years of professional experience in the assigned function may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, and two (2) years of professional-level analytical or managerial experience in assigned function, including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience.

OR

Two (2) years in a supervisor classification with the Judicial Council of California, or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor classification in a California superior court or California state-level government entity, or two (2) years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

DESIRABLE QUALIFICATIONS

  • Strong skills in cash flow management, regulatory compliance, and team leadership.
  • Detailed understanding of cash management, banking systems, investment, and general ledger accounting.
  • Strong knowledge of fiduciary duties and financial reporting.
  • Ability to establish strong internal controls to prevent fraud and reduce financial risks.
  • Skilled in Microsoft tools, specifically Excel, Planner, SharePoint, and Power BI.
  • Ability to interact and collaborate with all stakeholders positively and professionally.
  • Excellent oral and written communication skills.

Pay and Benefits

$9,911 - $14,868 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
