Overview
The Information Technology office is accepting applications for a Senior Application Development Analyst to join the Data Systems/Data Integration Operations unit.
The Senior Application Development Analyst (SADA) supports the Judicial Council’s statewide Data Integration Program by designing, developing, administering, and maintaining mission-critical integration platforms, including ESB-based services, API-driven workflows, and data pipelines. This role is responsible for enabling secure, reliable, and high-quality data exchanges between courts, justice partners, and external state agencies, including the Department of Justice.
The SADA works under general direction and collaborates closely with IS leadership, technical teams, and project stakeholders to support both real-time (API/ESB) and batch (ETL) integration patterns. The position includes responsibility for Talend platforms (ETL/ESB), runtime environments, remote engines, and cloud-based services in Azure, as well as integration components developed using Java and scripting technologies.
This role exists to sustain and modernize enterprise integration systems, provide expert-level troubleshooting across application and platform layers, and ensure compliance with security and data standards. The SADA also supports legacy system integration and modernization initiatives, contributing to the transition toward scalable, cloud-aligned architectures. The position plays a critical role in maintaining high availability, operational stability, and performance of statewide integration workloads.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
• Talend Platform Engineering & Integration Administration
Design, develop, and support enterprise integration solutions using Talend ETL/ESB and integration services. Administer Talend Management Center (TMC), Remote Engines, and runtimes, including installation, upgrades, configuration, and performance tuning.
• Data Engineering & Database Integration
Develop and maintain data ingestion, transformation, and validation pipelines across multiple systems. Optimize database interactions (Oracle, MySQL, Snowflake) to ensure data accuracy, performance, and reliability.
• DevOps, CI/CD, and Deployment Automation
Support full SDLC activities including version control, CI/CD pipelines, build automation, and deployment across DEV/QA/STAGE/PROD environments. Coordinate release management, change control (CR/CAB), and improve deployment reliability through automation.
• Cloud Platform (Azure) Administration & Integration Support
Configure, monitor, and troubleshoot Azure-based services supporting integration workloads, including Function Apps, storage, networking, and identity. Ensure availability, performance, and security of cloud-hosted components.
• API Development & ESB Service Framework Support
Design, develop, and support REST/SOAP APIs and ESB routes to enable secure data exchange. Implement authentication, validation, error handling, and service orchestration aligned with enterprise standards.
• Operational Support, Monitoring, and Incident Response
Provide Tier 2/3 support for production systems. Monitor integration flows, troubleshoot failures across application and platform layers, perform root cause analysis, and implement corrective and preventative solutions.

Qualifications
Bachelor’s degree, preferably in computer science, information systems, or a directly related field, and five (5) years of design and development experience, including solid knowledge and proficiency in the software used in the assignment.
Possession of a bachelor’s degree in computer science, information systems, or a directly related field may be substituted for one of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
One (1) year as an Application Development Analyst (utilizing the software used in the assignment) with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Application Development Analyst in a California superior court or California state-level government entity.
Desirable Qualifications:
• Preferred experience with Talend ESB/ETL platforms, including integration design, development, and service orchestration
• Strong experience with ESB-based integration patterns, including routing, orchestration, and service mediation
• Experience supporting integration platforms end-to-end, including runtimes, environments, and external system dependencies
• Understanding of hybrid integration patterns (batch ETL + real-time APIs)
• Experience working in multi-environment setups (DEV, QA, STAGE, PROD) with deployment and configuration management
• Familiarity with legacy system integration and modernization approaches (Java, Talend 6.x, Lucee/ColdFusion)
• Experience designing scalable, fault-tolerant integration solutions with proper error handling and recovery mechanisms
• Experience with CI/CD tools (Git, Jenkins, Azure DevOps) and automated pipeline development
• Experience with Snowflake or cloud data warehouse platforms
• Strong knowledge of security best practices (OAuth2, TLS/SSL, encryption, PGP file handling)

Pay and Benefits
$9,132 - $13,697 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
