Overview

The Judicial Council of California is accepting applications for the position of Engineering Specialist with the Facilities Services office.

The Engineering Specialist is responsible for providing technical facility and construction engineering support activities, such as construction inspections, engineering plan reviews, and fire and life safety compliance. Engineering Specialists ensure compliance with applicable codes, rules, and regulations, provide technical direction in assigned area of expertise, and serve as a point of contact for both internal clients and external regulatory agencies.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Support plan review and inspection program.
    • Support the Supervisor in solicitation of proposals from plan review and inspection consultants, and in receiving Project Manager approvals for funding.
    • Create Service Work Orders (SWOs) for plan review and inspection firms. Maintain a current log of plan review and inspection SWOs per project. Provide SWO information, proposals and other necessary documents to Administrative Specialist for creating requisitions.
  • BOU process and procedure implementation.
    • Update Plan Review Permit and Inspection (PRPI) Matrix under Supervisor direction.
    • Communicate to project managers the processes necessary to ensure plan reviews, permits and inspections are occurring in all relevant projects.
  • Support Plan Review activities.
    • Reviews project drawings and specs to determine when plan review will be required based on scope of work and California Building Code requirements.
    • Provide guidance to project managers on documents required for plan review and how to submit for plan review in CAFM.
  • Assist in inspection of construction projects and materials for compliance with codes, regulations, and standards.
    • Assist in inspections of building construction projects to ensure workmanship and materials used to conform to the design plan and specifications, to California Building Standards Codes requirements, and to manufacturer instructions.
    • Reviews engineering specifications and designs for capital, renovation, major maintenance projects.
  • Support permit process.
    • Maintain records of permits issued for projects by SFM and JCC building official.
    • Review permit applications for completion and accuracy including license verification prior to issuance.

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in a directly related field that would provide the knowledge and skills necessary for technical facility and construction engineering. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

LICENSING AND CERTIFICATIONS
− Valid driver’s license

DESIRED QUALIFICATION

  • Proficiency in Excel, PowerPoint, Acrobat, SharePoint, OneDrive.
  • Experience in writing complex reports.
  • Experience in data analysis.
  • Experience in web based platforms, similar to CAFM.

Pay and Benefits

$6,909 - $ 9,673 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
