Overview

The Judicial Council of California is accepting applications for the position of Contracts Fiscal Supervisor with the Branch Accounting and Procurement office.

The Fiscal Supervisor provides ongoing supervision of assigned staff and manages procurement and contracting activities within the Non-Facilities Contracts unit. The position plans, organizes, assigns, reviews, and evaluates staff work; develops and implements operating procedures and business processes; and ensures compliance with applicable policies, rules, and laws. The Fiscal Supervisor provides technical oversight of complex solicitations and contract actions, provides guidance and training to staff and stakeholders, and researches and recommends procurement best practices and process improvements. The position exercises limited signature authority for designated contracts and amendments.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Performs or supervises the drafting, issuance, and termination of master agreements, standard agreements, ordering documents, grant agreements, intra-branch agreements, inter-agency agreements, amendments, and other non-facilities contracts documents (collectively "Contracts").
    • Reviews requisitions and assigns them to staff. Tracks progress of outstanding assignments.
  • Performs or supervises the drafting and administration of solicitations, including complex Requests for Proposals, Invitations for Bids, or other solicitations (collectively, "RFx"), for non-facilities-related services in accordance with the Judicial Branch Contracting Manual.
    • Reviews or drafts solicitation documents including the RFx, Procurement Schedule, Statement of Work, Contract Terms and Conditions, and other documents so they provide potential proposers with a clear understanding of the requested goods or services, and the documents meet the needs of the requestor and conform to Judicial Council policies, standards, and guidelines. It may be necessary to confer with the Project Manager and other subject matter experts to ensure requirements are appropriately captured.
  • Contributes or assists in the quality improvement of internal processes, best practices, and benchmarking within Procurement; maintains accurate and current data in financial database; and provides training.
    • Assists with contract revisions and improvements for best practices, quality improvement, and benchmarking with the goal of shortening turnaround times and improving efficacy for contracts and making processes more understandable.
  • Serves as a point of contact to respond to Public Access to Judicial Administrative Records (PAJAR) requests for non-facilities-related procurements and contracts (Rule of Court 10.500), and as a resource for contract interpretation (e.g., determining if documents require redaction).
    • Assists JCC Legal Services with PAJAR requests by reviewing and redacting documents when necessary and posting documents to the public access shared folder.
  • Responds to contract inquiries and monitors work status.
    • Responds to requests for status, explanation of processes, etc. from project managers and management. Reassigns work or priorities to facilitate the accomplishment of the leadership's goals and priorities.
  • Negotiates Contract terms and conditions.
    • As part of the Judicial Council team (technical, legal, and business services), negotiates exceptions to terms and conditions proposed through solicitations.
       

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in business, finance, accounting, or directly related field, and five (5) years of professional experience in accounting, finance, budgetary analysis, or contract administration, which includes at least one (1) year of supervisory experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Juris doctor, Master of Business Administration, or a master’s degree in a directly related field for the assigned discipline such as finance, contract administration, or accountancy, and two (2) years of experience as identified above, including one (1) year of previous supervisory experience.

OR

One (1) year as a Senior Fiscal Analyst or other level (C43) class or three (3) years as a Fiscal Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Fiscal Analyst, or three (3) years as an exempt-level Fiscal Analyst, in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

DESIRED QUALIFICATION

  • Experience performing and/or supervising public-sector procurement and contracting activities
  • Knowledge of public-sector procurement laws, regulations, policies, and competitive solicitation practices
  • Experience supervising, developing, and evaluating professional staff
  • Experience developing and administering complex competitive solicitations and contracts
  • Strong analytical, written, verbal, and interpersonal communication skills

Pay and Benefits

$8,512 - $12,766 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
