Overview

The Judicial Council of California’s Information Technology office is hiring a Senior Technology Analyst with CCTC Steady State unit. The Primary responsibilities for the Senior Technology Analyst include understanding emerging local and wide area network technologies including data center hosting solutions. Supporting an existing managed services vendor contract and cloud hosted application architectures including business, functional and technical operational requirements. Strong network infrastructure design, engineering, and configuration as well as troubleshooting expertise. Ensuring appropriate laws, guidelines and Judicial Council policies being met for complex project work, technical requirements, and tracking documentation. Serve as a technical subject matter consultant to the courts including a point of escalation for technical matters. This position receives general direction and supervision.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
 

Responsibilities

• Serve as the technical subject matter expertise supporting a third-party vendor cloud and data center hosting contract.
• Serve at the Judicial Council program/project lead and subject matter expert supporting technical consulting services to the courts for various IT initiatives, hosting and migration services and solutions.
• Analyze, develop, and/or edit various court or Judicial Council Application Services IT procedures, projects, reports, and technical documentation to ensure they follow industry best practices, meets contractual requirements and make recommendations based on technical expertise.
• Provide direction, oversight, and technical subject matter expertise in the development, review, and presentation of the Quarterly Capacity Plan (QCP).
• Manage a portfolio of various technical consultative support services that can be leveraged by the courts statewide.
• Subject matter expert for research and analysis for emerging technologies and processes to stay current with industry best practices. Develop communications and presentations for technical and non-technical audiences.

Other Duties and Responsibilities:

• Maintain knowledge in current and emerging technologies (monthly)
• Attending various vendor demonstrations and training (as needed)
• Attends the Judicial Council technical team meetings (weekly)
• Attends the Judicial Council enterprise architect status meeting (weekly)

Qualifications

Bachelor’s degree, preferably in computer science, information systems, or a related field, and five
(5) years of experience maintaining complex infrastructure with extensive knowledge in assigned 
area of expertise such as servers, hardware, operating systems and/or network operating systems, 
network hardware, telecommunications, and security.

Possession of a bachelor’s degree in computer science, information systems, or directly related field 
may be substituted for one of the years of required experience. An additional four years of 
professional experience as noted above may substitute for the bachelor’s degree. Or, additional 
directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Technology Analyst with the Judicial Council of California or one year of experience 
performing the duties of a class comparable in the level of responsibility to that of a Technology 
Analyst in a California Superior Court or California state-level government entity.

• Knowledge of LAN/WAN technologies, routing protocols, design, engineering
• Familiar complex project and program management methodologies
• Familiar with developing reports and process documentation
• Strong understanding of Office 365
• Works well both independently and in team environments
