Overview

The Judicial Council of California is accepting applications for the position of Associate Human Resources Analyst in the Trial Court Administrative Services (TCAS) Share Services Center’s (SSC) Payroll Services unit of the Branch Accounting and Procurement (BAP) office.

The Associate Human Resources Analyst provides support to the 20 trial courts utilizing the Phoenix HR/Payroll system for the timely and accurate payment of wages. The duties of this position require entry-level knowledge and experience related to the laws and rules governing human resources (HR) and payroll administration. This position makes regular contact with internal and external customers, performs HR, payroll, and benefit related transactions, completes research assignments, and facilitates system changes.

The Judicial Council
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Act as a point of contact and support for trial court customers utilizing the Phoenix SAP HR/Payroll system:
    • Enters, processes, and maintains human resources master data, benefits, payroll, and time and attendance requests from courts utilizing Phoenix SAP for human resources, payroll, and benefit administration.
    • Processes and post payroll on behalf of courts utilizing Phoenix SAP.
    • Provides ongoing customer support to inquiries regarding system related benefits, payroll, retirement, and time questions in accordance with service level agreements with customer.
    • Initiates and utilizes payroll reconciliation to extract, download, review, balance, and save employer and employee records of earnings, payments, and deductions.
      Compare Finance/General Ledger accounts to payroll extracts and identifies, research, and resolve posting errors to ensure proper and timely retirement and savings plan payments.
    • Process reports and ensure reporting compliance for the Affordable Care Act (ACA) program, for the State Controller’s Office Government Compensation in California (GCC) and

      The State and Local Government Information Report (EEO-4).

  • Initiate incidents, and support the implementation of system improvements, support packs, and new or changing court requirements:
    • Reviews business requirements and supporting documentation to initiate incidents when new or modified configuration is required.
    • Review test scenarios and results, validating rules and regulations against new or changing configuration, and perform additional testing when applicable.
  • Represent the Payroll Services team as a Subject Matter Expert at various team meetings:
    • Participate in meetings held with Finance and Center of Excellence staff to review, research, and resolve issues identified during payroll processing or through Finance’s reconciliation process.
    • Contributes to and/or facilitates quarterly meetings with court stakeholders to share new or changing information relevant to court needs and system updates.

Qualifications

EDUCATION AND EXPERIENCE:
Bachelor’s degree, preferably in human resources, business administration, psychology, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Desirable Qualifications

  • Intermediate SAP Human Resources/Payroll ERP experience.
  • Ability to understand system integration between payroll and finance modules in an ERP system and review payroll financial data.
  • Comfort with system-oriented concepts and language.
  • Strong analytical skills reviewing, interpreting, and applying employment rules, court policies, and negotiated changes.
  • Ability to independently research and make informed recommendations.
  • Exceptional written and verbal communication skills.
  • Proficiency using Microsoft Office Suite, specifically Excel, PowerPoint, SharePoint, Teams, and Word.

Pay and Benefits

$6,909 - $9,673 per month

Please note, due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
