Overview
The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst in Leadership Support Services.
This Associate Fiscal Analyst is an entry-level analyst position reporting to the Leadership Support Services (LSS) Director and is responsible for the oversight of all LSS assets. This position works independently with moderate supervision. Primary responsibilities include direct support to LSS functional work areas with completing day-to-day processing of account activities, accounting entries, general ledger account analysis, maintenance, reconciliation, and preparation of LSS financial reports. The position plays a key role in developing and implementing the annual budget for LSS. Responsibilities also include gathering, verifying, and compiling data to support the office budget.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s Sacramento office at least two days a week, based on their office leader’s direction, and reside in the area surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
- Support LSS budget development and implementation.
- Maintain documentation of budget development processes for audit and training purposes.
- Validate documents submitted by LSS units, identify inconsistencies, and resolve issues directly with budget liaisons and management. Serve as subject matter expert for Accounts Payable activities.
- Track, monitor, create, and edit budget concepts (BCC’s) and budget change proposals (BCP’s).
- Attend budget meetings with JCC offices, Department of Finance, committees, and other stakeholders with the Director.
- Attend monthly budget meetings with Budget Services office and the LSS Director. Prepare reports for effective/efficient meetings.
- Track and monitor personnel changes and updates.
- Track, monitor and understand grants, fund types, and general fund statutory and FIN manual requirements.
- Perform regular, month-end, and year-end analyses and reconciliation of LSS funds with unit budget representatives (if applicable).
- Analyze account and financial transactions to identify errors and prepare correcting entries if needed.
- Prepare month-end reconciliation of the assigned funds, including analysis of general ledger accounts. Research and identify discrepancies and report findings.
- Review requests for expenditure adjustment submitted by LSS units to ensure they are in compliance with the Budget Act and governmental accounting procedures.
- Maintain records, check to ensure all supporting documents are properly filed, and maintain and audit trail.
- Comprehensive knowledge and utilization of FI$CAL. Complete fiscal year-end activities. Run reports from FI$CAL and create ad hoc reports to inform LSS regarding funding validity and encumbrance history.
- Process invoices and disencumber purchase orders. Perform analytical reclassifications and reduce purchase order encumbrances for invoice processing.
- Reconcile sub-ledger to general ledger, research discrepancies and determine the cause of issues; provide guidance to solve discrepancies.
- Act as the LSS property inventory management coordinator and serve as the asset management administrator overseeing LSS equipment and property.
- Determine recording of assets is in accordance with the Generally Accepted Accounting Principles, GASB 34, and JCC Policies and Procedures.
- Help LSS units with inquiries regarding purchase of assets, application of asset identification tags, proper disposition of assets, and creation of procurement group IDs for consolidation of assets.
- Create, track, and reconcile the Asset Management log, process all fixed asset purchases, retirements, and transfers, and issue asset identification tags.
- Monitor, track, and generate reports related to property identification, physical inventories, and equipment disposal.
- In addition to participating in meetings and mandatory training, this role will be responsible for documenting operational processes and procedures, developing the Task Procedure and Specification documents to support standardized workflows.
Qualifications
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California superior court or California state-level government entity.

Pay and Benefits
$6,909 - $9,673 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
