Overview

The Judicial Council of California is accepting applications for the position of Associate Contracts Analyst (Associate Fiscal Analyst) in the Procurement and Facilities Contracts unit for the Branch Accounting and Procurement (BAP) office.

The Associate Contracts Analyst will work with all levels of the Judicial Council of California (JCC) staff and managers to administer facilities-related contract documents: 1) Analyze service work orders, work orders, and change orders for contract compliance, and enter internal encumbrances into the Financial Information System for California (FI$Cal) system; perform FI$Cal purchase order close outs; 2) Draft, issue, and award work orders, contract extensions, and other facility-related contract documents for master agreements and Leveraged Procurement Agreements (LPAs), and enter procurements into the FI$Cal system; 3) Draft and administer facility-related solicitations for recurring ID/IQ contracts and LPAs in accordance with JCC policies and within funding constraints; provide administration assistance for other types of solicitations; 4) Participate in the vendor management program; 5) Provide facility-related contractual support; and 6) Provide general administration, including responding to Public Access to Judicial Administrative Records requests related to facility-related contracts and training.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

  • Analyze service work orders, change orders, and internal encumbrances for contract compliance; Enter procurements into the FI$Cal system; Perform FI$Cal purchase order (PO) close outs.
  • Receive requisitions via FI$Cal or close outs via e-mail from supervisor and log them into the Assignment Tracker; review requisition attachments and close outs for accuracy and completeness of documentation.
  • Draft, issue, and award work orders, contract extensions, and other facility-related contract documents for ID/IQ contracts and LPAs as assigned.
  • Receive assignments via FI$Cal and review requisition attachments for accuracy and completeness of documentation; communicate with Facilities Services staff regarding any missing, unclear, or incorrect information.
  • Draft and administer facility-related solicitations for ID/IQ contracts and LPAs in accordance with JCC policies and within funding constraints; provide assistance for other types of solicitations.
  • Draft solicitation documents, including the Request for Proposals (RFP)/Request for Qualifications (RFQ) scope, events schedule, and other documents so they provide potential proposers a clear understanding of the requested services or products, and so the documents meet all of the needs of the requester and conform to the agency’s policies, standards, and guidelines; communicate and coordinate with Legal Services.
  • Assist with the Vendor Management Program to identify and encourage robust competitive bidding.
  • Maintain a list of current, former, and potential vendors by specialty for use during solicitations; analyze potential bidders for suitability of specific work; and encourage them to bid.
  • Provide facility-related contractual support.
  • Respond to FSO requests for contractual support, individually and as part of a team.
  • Provide general administration, including responding to Public Access to Judicial Administrative Records (PAJAR) requests related to facility-related contracts and training.
  • In accordance with Rule of Court 10.500, respond to PAJAR requests from external stakeholders ensuring that responses are complete, accurate, and timely.
     

Other Duties and Responsibilities:

  • Attend Month-End and Year-End meetings as needed.
  • Complete required FI$Cal and Judicial Council training as needed.

Qualifications

Bachelor’s degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Two (2) years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California superior court or California state-level government entity.

Desirable Qualifications

  • Experience with technical contracting in a state environment.
  • Experience working with FI$Cal or similar ERP system(s).
  • Intermediate to advanced writing and formatting skills in Microsoft Word and Excel.
  • Intermediate to advanced scheduling skills and experience hosting conference calls.

Pay and Benefits

Salary Range: $6,909 - $9,673 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
