Overview
The Legal Services office of the Judicial Council of California provides quality, timely, and ethical legal advice and services to the Supreme Court, Courts of Appeal, and trial courts, and to the Judicial Council, and its advisory bodies and staff.
Legal Services is currently searching for an Analyst to join its dynamic law office made up of a highly skilled workforce that provides legal support to judicial branch clients on challenging, varied, and significant legal issues.
Under the direction of and reporting to the Deputy General Counsel, the Analyst will provide budget-related services and assistance to the General Counsel, Deputy General Counsel and Legal Services Senior Management Team by managing and administering all Legal Services and Litigation Management Program budget, contracting, and fiscal-related needs. This includes monitoring, analyzing, reviewing, and reporting current and projected budgetary conditions to Legal Services management, including overseeing basic budget and contracting tasks done by administrative and associate analyst staff. In addition to this primary function, the Analyst will also (1) provide direct assistance to the General Counsel and Deputy General Counsel on special projects, including management of web related projects and Legal Services’ internal and external web presence, record retention and destruction compliance, and document management; and (2) manage and coordinate Legal Services activities and operations to help ensure office consistency, compliance, and accountability.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
Provide direct support to the Deputy General Counsel and Legal Services Management in the administration and management of all Legal Services’ budget, contracting, and fiscal-related needs.
- Manage and maintain current and projected office and program specific budgetary conditions, including tracking budget allocations and encumbrances for multiple funds, and reporting these fund conditions, as well as problems and possible budget solutions, to Legal Services management.
- Oversee the Legal Service’s financial program to assess trends and forecast budget needs.
- Oversee the drafting, administration, termination, and encumbrances of Legal Services contracts and requisitions, ensure quality and compliance of drafting and tracking work performed by any associate analyst or administrative staff, make recommendations on contract fund balances and expiration dates, and facilitate negotiation of contested contract terms and modifications.
- Maintain knowledge of budget allocations and related Budget Act restrictions. Prepare budget related reports and research and provide data on budget related issues as requested. Assist with research and data in support of Legal Services Budget Change Proposals.
- Serve as primary Legal Services office contact for all budgeting and contracting needs, questions, and troubleshooting.
- Provide specialized training on Legal Services budgeting and contracting tools and databases.
Provide direct support to the General Counsel, Deputy General Counsel, and Legal Services Senior Management Team on internal compliance, preparation of reports, responding to internal and external requests to Legal Services, and office management.
- Prepare first drafts, and revise later drafts based on senior management team feedback, of oral responses, emails, reports, memos, tables, presentations, correspondence, and responses to requests for information.

- Prepare and maintain office reporting and surveys as needed, including research and analytical reports based on data and statistical metrics, legal trends, budget issues and trends, litigation exposure and risk management, and Legal Services human resources metrics.
Facilitate the implementation of Legal Services Special projects as assigned by the General Counsel or Deputy General Counsel.
- Facilitate and oversee web related projects performed by associate analyst or administrative staff and manage and create content for Legal Services. Coordinate and work with Legal Services staff and IT to strategize, develop, and update internal and external web content and SharePoint content. Oversee implementation of web related projects or initiatives.
- Serve as the Legal Services Record Management Coordinator and maintain the Legal Services Record Retention Manual.
- Research, develop, and administer a Legal Services document management system, including research of applicable programs and service as project manager, in consultation with Legal Services Management, to identify and develop scope, application, and needs of the system. Provide related training.
- Prepare and maintain office metrics. Maintain internal and external authority delegation management.
Provide direct analytical support to the Litigation Management Program and Litigation Management Committee.
- Utilize the Legal Tracker database and provide oversight and tracking of all Litigation Management Program funds. Ensure quality and compliance of the data entry and maintenance work performed by any associate analyst or administrative staff in the Legal Tracker database.
- Research, draft, prepare, and distribute a annual litigation summary report to all courts, in conjunction with Legal Services Management.
- Prepare statistical and data driven reporting at the request of Legal Services Management or the committee analyzing litigation and program spending to assist with identifying litigation, risk management trends, and expenditure trends.
Other Duties and Responsibilities:

Perform other tasks, as assigned, for other Legal Services units, including assisting other analysts and administrative staff in response to workload demands or emergent circumstances.
Qualifications
Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research.
OR
Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California superior court or California state-level government entity.

Pay and Benefits
Monthly Salary Range:
$7,513 – $11,270 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
