Chief Operating Officer Francine Byrne oversees the Center for Families, Children & the Courts; Center for Judicial Education and Resources; Criminal Justice Services; and Information Technology at the Judicial Council of California.

Ms. Byrne joined the Judicial Council in June 2000 in the Office of Court Research. Her 26-year career with the council has focused on research, analysis, and policy implementation, allowing her to collaborate across most council offices. For nearly five years prior to becoming the chief operating officer, she served as director of Criminal Justice Services, which she helped establish in 2011. In this role, she led major initiatives in pretrial reform, reentry courts, collaborative justice, criminal history, data improvement projects, andĀ online traffic adjudication. Before her role in Criminal Justice Services, she served as part of the management team with the Center for Families, Children & the Courts.

Ms. Byrne has a bachelor of arts degree from California Lutheran University and a master of arts degree in applied sociology from the University of Massachusetts.
