Description

The Trial Court Facilities Act of 2002 (SB 1732, Escutia), as amended, will shift the governance of California's Superior Court buildings from the counties to the state by June 30, 2007. In 2003, the AOC Office of Court Construction and Management and its consultants completed evaluations of about 225 facilities using a modified version of the ASCE 31 standard. Now, OCCM seeks additional assessments of buildings not considered in the 2003 program.

OCCM seeks the services of one or more qualified structural engineering consulting teams with expertise in seismic evaluation of public buildings. For this project, the Consultant(s) will study one or more specific building structures, produce for each structure a seismic assessment report using criteria and procedures defined by OCCM, and recommend for each structure a Seismic Risk Level. The scope of engineering services will include review of available drawings and reports, characterization and description of structural systems and details, seismic hazard characterization, site visit and documentation, prescriptive evaluation, linear structural modeling and analysis, characterization and assessment of nonstructural component bracing and seismic resistance, development and prioritization of seismic deficiency lists, development of conceptual seismic rehabilitation measures, and production of a written report.

The Consultant will work collaboratively with the AOC, OCCM, and a Supervising Structural Engineer (SSE) of OCCM's choosing who will provide quality assurance and peer review under a separate agreement with the AOC. All of the Consultant's work will follow procedures and use forms or templates developed by OCCM or by the SSE, incorporating ASCE 31 criteria modified for this project.
