The Center for Families, Children & the Courts (CFCC), a division of the Administrative Office of the Courts (AOC), provides a range of services to Courts in California, including research and technical assistance for juvenile and family Courts, collaborative justice Courts, cases involving self-represented litigants, and cases involving family violence. The AOC seeks the services of a consultant with expertise in quantitative research on dependency court improvement projects, to analyze current literature and practice and make recommendations on pilot projects for California. The purpose of this Request for Proposals (RFP) is to secure a contract to review existing literature on evaluations of dependency court improvement projects, conduct any necessary follow up interviews or secondary data analysis, and provide findings in two reports to the AOC. The research activities will take place between June 21, 2007 and October 31, 2007. The contractor must conduct a literature review of academic research literature and secondary sources of information on dependency court evaluation such as governmental, association, and foundation websites. The contractor must at a minimum review the results of any evaluations conducted through the NCJFCJ Model Courts project and follow up assessments; the results of any evaluations reported through the state CIP Reassessments; the nationwide dependency drug court study ("Family Treatment Drug Court Study") funded by the Department of Health and Human Services; and any judicial or attorney workload studies. The contractor must identify those projects which evaluated the impact of a dependency court improvement effort on quantitative measures of child safety and permanency as specified in the federal Child and Family Services Reviews or on quantitative measures of court process, such as those measures specified in Building a Better Court or the forthcoming Toolkit. The contractor must provide findings in the form of two reports to the AOC. The total cost for consultant services will range between $45,000.00 -$50,000.00, inclusive of personnel, materials, overhead rates, travel and profit.
