The Judicial Council's implementation of the civil system was unable to quantify costs related to their efforts. The V3 courts invested significant resources into developing a case management system (CMS) that benefited all courts, but funding from the Judicial Council was nominal compared to the costs incurred. Two alternatives were evaluated to address the V3 courts' costs: sunsetting V3 in four years or incrementally transitioning costs using a cost-sharing formula. Both alternatives require the V3 courts to seek funding for replacement CMSs and consider options such as developing a business case, requesting funds from the Judicial Council, or seeking state budget changes. The recommendation aims to address strategic plan goals related to access, fairness, diversity, modernization, quality of justice, and service to the public.
