The Judicial Council of California implemented the Phoenix Human Resources System, a comprehensive information system for trial court human resources management and payroll. The system was first deployed in 2006 and initially supported five courts, with further deployment halted pending an upgrade to the SAP system. After the upgrade, the system was expanded to additional courts, including San Bernardino County, which implemented the system due to the county's decision to stop providing payroll services. Ongoing efforts focus on refining the system, developing best practices for financial and payroll matters, and enhancing benefits administration.
