In California, the probation failure rate (PFR) was 5.5% in 2012 and remained steady at 6.1% in 2013, despite an increase in revocations to county jail. In 2012, approximately 7,706 fewer felony probationers were revoked to state prison or county jail compared to the previous year. The majority of revocations (47-52%) went to county jail, while a smaller percentage (48-53%) went to state prison. The PFR has declined steadily since the baseline period due to a decline in the adult felony probationer population. Despite the same overall rate in 2013 as in 2010, the actual number of revocations avoided was approximately 7% lower.
