The Trial Court Budget Advisory Committee (TCBAC) presented recommendations on court-appointed counsel funding reallocation to the California judiciary. The committee found that the current allocation method was based on historical funding, not a workload model, and recommended shifting to a workload-based system over four years. The plan involves phasing in changes from 10% workload-based to 100% workload-based, with additional recommendations for reallocating unspent funds and providing reimbursement for unexpected costs of complex trials. The committee also suggested forming a subcommittee to review the workload model and considering revisions for FY 2016-2017 implementation. The goal is to ensure that court-appointed counsel funding is allocated more efficiently based on caseload standards.
