The Trial Court Allocations process was implemented to address cash flow issues in courts, with a maximum loan of $150 million available from three state funds. In June 2014, $17.4 million was transferred from one fund to another to ensure timely distribution of base allocations. The Administrative Office of the Courts (AOC) approved eight requests for cash advances totaling $2.7 million to address cash flow issues prior to a payroll distribution. The AOC is working with other state agencies to manage cash flow and will provide training on managing cash to courts. The Trial Court Budget Advisory Committee has recommended changes to the cash advance application process, including submitting requests 30 days in advance and increasing the decision-making timeline from 5 to 10 business days.
