Overview
The Research, Data, and Analytics office is accepting applications for a Senior Analyst. This position provides key research, data, and analytic support to the Judicial Council, Executive Office, trial courts, and appellate courts. Specifically, this position will support the work of the Data Analytics Advisory Committee (DAAC), whose primary responsibility will be to make recommendations to the Judicial Council regarding the collection, use, and sharing of judicial branch data and information to inform decision-making, promote transparency, and improve the administration of justice while ensuring the security of nonpublic data and data sources. This position will oversee the development and continued maintenance of trial court workload models as well as lead and manage policy and data analysis projects on other complex and high-profile initiatives. This position will work independently and with limited supervision.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Responsibilities
• Lead large-scale research projects on behalf of the Judicial Council, Executive Office, Advisory Committees, trial courts and other stakeholders or provide research support to other JC units on complex, highly visible ad hoc projects. Perform workload analysis for other JCC programs/entities. Also includes conducting mandated studies and performing other research work.
• Conduct independent research, consult with trial courts and subject matters experts at the Judicial Council, and interpret legislation as it relates to workload models and make interim updates to the workload models as needed.
• Serve as an internal consultant to other offices and/or advisory committee staff on research and data issues in order to improve use of empirical data for branch policy making.
• Build and support data analytics and visualization to help the Judicial Council move toward being a data-driven organization.
Other Duties and Responsibilities:
• Administrative essentials (Approximately 5 percent of time)
• Attending team meetings (monthly)
• Maintaining regular check-in with Supervisor (weekly/biweekly)
• Attending mandatory training (as needed)
• Attending training to maintain and upgrade skills (as needed)
• Managing e-mail traffic, time-sheet reporting (as needed)
• Serving as Analyst of the Week (in rotation, as needed)
Qualifications
Bachelor’s degree and four (4) years of analytical experience in program analysis, development,
implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as
political science, public administration, statistics, mathematics, etc., may be substituted for one (1)
of the years of required experience. An additional four (4) years of professional experience as noted
above may substitute for the bachelor’s degree. Or, additional directly related experience and/or
education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public
administration, statistics, mathematics, etc., that included qualitative and quantitative research, and
one (1) year of analytical experience in program analysis, development, implementation, research,
and/or evaluation.
OR
One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of
experience performing the duties of a class comparable in the level of responsibility to that of an
Analyst in a California superior court or California state-level government entity.
Desirable Qualifications:
• Knowledge of court case processing
• Knowledge of database management
• Knowledge of data governance practices and principles
• Experience using Power BI, R, Stata
• Experience in California state government; other City/State/Federal government

Pay and Benefits
$7,941 - $11,912 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
