Overview

The Judicial Council of California is accepting applications for the position of Analyst in the Research and Evaluation unit of the Research, Analytics and Data (RAD) office. 

The Analyst position provides professional-level research and analytic support and serves as lead staff for the group’s Power BI initiatives, including consulting to other offices on dashboard projects, implementing Power BI design patterns and principles developed by RAD, and troubleshooting technical issues. This position will undertake some independent analysis and research for less complex issues and will also serve in a supporting role to more senior analysts and management for more complex initiatives. The Analyst will respond to ad-hoc requests for data and analysis from the Judicial Council, Executive Office, JC Advisory Committees/Working Groups, trial courts, other government/ public agencies, and the public, designing and executing data management plans that will include data collection, data compilation, data validation, data analysis, and report preparation in support of Research and Evaluation projects such as the workload studies and jury program. This position works independently and with limited supervision.

The Judicial Council 

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. Additional in-office days may be required to meet business needs and occasional travel within the state of California may be required.

Qualifications

Minimum Qualifications

Education and Experience

Bachelor’s degree, and three (3) years of analytical experience in program analysis, development, implementation, research and/or evaluation. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research.

OR

Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications

  • Working knowledge of California state government, court operations
  • Experience creating visualizations and managing data with Tableau, Power BI

Responsibilities

For less complex projects, manage all aspects of data collection and analysis for internal use, public records requests, and to support research initiatives. Examples include survey data collection for new laws research; remote hearings data collection; or data requests originating from the PAJAR process.

  • Develop research and data collection plans that comply with data governance policies for data sources.
  • Extract and prepare data for analysis using statistical software and data management software. Use a combination of prepared scripts and also write scripts independently to carry out some tasks.
  • Write and execute scripts to check for data outliers, clean data, and weight missing data.
  • Conduct basic statistical analysis (means, averages, pivot tables)
  • Prepare reports, briefings, and other written analyses of data.
  • Prepare charts, graphs, and other visual displays of data to understand and identify patterns and trends, evaluate programs, and make policy recommendations.
  • Conduct research and analysis to support data initiatives for the Jury Improvement Program.
  • Develop and execute data validation scripts for Jury Duty Report.
  • Create visualizations to display jury data for internal analysis and court usage.
  • Create and manage data collection plan, including applying data governance principles, for Jury Data Report and other related work product.

Create and execute Power BI design and data management of Judicial Council data dashboards.

  • Working in a consulting capacity, gather requirements, create the user story for dashboards for RAD or as a consultant to other offices in the Judicial Council.
  • Manage data governance of Power BI workspace including determining how to store data, data visualization protocol, team processes for workflow and organization, data refresh cycle, and data retention policies.
  • Coach RAD, Judicial Council, and court staff on the adoption of design best practices and standards for data visualizations.
  • Create, update, and maintain project charters, create data visualizations in accordance with Data Analytics Guide Standards, and develop best practices and standards for the technical implementation and visual design of data dashboards and visualizations.

Prepare and produce mandated reports and studies.

  • Create and execute a data collection plan for data required for mandated reports and perform statistical analysis on such data under the direction of senior staff for more complex reports or independently for less complex reports.
  • Prepare report, analysis, or contribute to report / analysis as suitable.
  • Execute all project management steps in the mandated reports process, including preparing cover letters and transmittal documents, walking all documents through all levels of review and approval, and adhering to guidelines for report submission.

Legislative analysis including prepare workload analysis of new and proposed legislation.

  • Use workload models and analysis and predictive models and extrapolations and other factors to estimate the cost of new legislation to courts and estimate court workload need related to new legislation.
  • Document all steps in data collection process and attend meetings with Governmental Affairs staff.

Other Duties and Responsibilities:

  • Attend weekly and monthly unit meetings.
  • Attend mandatory and elective training, as needed.
  • Attend committee, working group, and user group meetings, as needed.
  • Manage shared office inboxes in rotation, as needed.
  • Attend court site visits, as needed.

Pay and Benefits

$7,513 - $11,270 per month 

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
