Overview
The Information Technology office is accepting applications for an Information Systems Supervisor II (ISS II) to join the Shared Services unit. The ISS II for the Shared Services unit is responsible for managing daily operations and ensuring alignment with statewide IT policies and Judicial Council priorities. This includes overseeing service delivery, maintaining a strategic roadmap of services, and ensuring high levels of customer satisfaction. The role also administers vendor contracts, particularly for Managed Service Providers (MSPs), by monitoring performance, validating deliverables, and managing associated budgets.
Additionally, the Supervisor coordinates procurement and contracting activities by developing procurement documents, managing timelines, and supporting funding models for key software renewals. Budget development and fiscal oversight are key functions, including the preparation, monitoring, and justification of unit expenditures.
The position also manages statewide technology agreements, ensuring compliance and accurate cross-charging, and serves as a subject matter expert to support other judicial entities. Finally, the Supervisor serves as a technical advisor and project leader, providing expert analysis, researching cost-effective solutions, and driving the implementation of approved IT initiatives aligned with strategic goals.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
• Supervise daily operations or the Shared Services Unit.
• Administer Managed Service Provider (MSP) Contracts and Performance.

Qualifications
Bachelor’s degree, preferably in computer science, management information systems or directly
related field, and seven (7) years of relevant information technology experience, which includes at
least one (1) year of supervisory experience.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years in a senior analyst or other level (C43) class, or four (4) years in an analyst or other
level (C42) class with the Judicial Council of California or two (2) years of experience performing
the duties of a class comparable in the level of responsibility to that of an exempt-level senior
analyst, or four (4) years as an exempt-level analyst, in a California Superior Court or California
state-level government entity and a) completion of training courses on topics related to effective
supervision within 6 months of promotion; or b) one year of previous supervisory experience.

• Experience with vendor and relationship management
• Experience with Azure cost analysis and billing
• Knowledge of principles and techniques of preparing a variety of effective written materials (standard operating procedures, service bulletins, requests for proposals and budget change proposals)
• Experience working with committees and building consensus
• Experience developing and executing a program budget
