Overview

The Judicial Council of California is accepting applications for the position of Business Systems Analyst for the Center for Families, Children & the Courts.

This newly established position provides technical and business process support for the CARE Act database. This position will lead moderately complex technical and data engineering projects related to CARE Act data management, including oversight of the design and implementation of CARE Act data reporting in the branch data warehouse, collaboration with Information Technology (IT) and Research, Analytics, and Data (RAD) offices, deliverance of training to court data contacts, and subject matter expertise on CARE Act data collection. The position will be responsible for establishing data quality control procedures and will work regularly with court data contacts to ensure timely data reporting and validation.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
 

Responsibilities

  • Oversee design and implementation plan for CARE Act data reporting in Snowflake platform.
  • Collaborate with IT to identify CFCC CARE Act team objectives during each phase of data warehouse development and complete tasks assigned to the CARE Act team by IT.
  • Conduct UAT, ensure business requirements are represented in testing scenarios, and work with IT to rectify any issues that are discovered during UAT process.
  • Lead CARE Act data management.
  • Track monthly data reporting from all 58 trial courts through email, FTP, and automated methods to ensure complete reporting; communicate with court data contacts on the reporting schedule.
  • Create and execute scripts to clean and validate data submissions.
  • Support CARE Act data reporting and auditing processes.
  • Research, design, and implement policies and procedures to resolve data mapping issues and implement data quality control protocols to ensure accuracy and completeness of data.
  • Conduct internal auditing of CARE Act data to evaluate reporting quality.

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree, and three (3) years of experience providing technical and business process support and analysis for systems/applications. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Three years as a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state- level government entity.

Desirable Qualifications:

  • Proficiency in SQL.
  • Expertise in database creation and management.
  • Experience with Snowflake or other cloud-based data warehouse technologies.
  • Familiarity with data quality assurance and validation principles.
  • Knowledge of R, Python, SQL and other data management programs.
  • Experience with Power BI, Tableau.
