Overview

The Judicial Council of California is accepting applications for the position of Supervising Analyst with the Leadership Support Services office.

The Supervising Analyst in the Leadership Support Services (LSS) Project Management Office (PMO) is responsible for day-to-day supervision of analytical staff. Under the direction of the LSS Director, the Supervising Analyst is responsible for planning, organizing, monitoring, reviewing, tracking, and evaluating the work of analytical staff; ensuring sufficient training and adequately staffing assigned projects; overseeing the Analyst Response Team program, the Government Code 68106 reduction in services program, and other administrative programs; and other project-management duties as assigned.

The Judicial Council 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

  • Oversee the management of projects assigned to the PMO.
  • Ensures appropriate staff is assigned to each project and that workload is equally balanced across assignments.
  • Oversee the program management and administration of the Analyst Response Team program, the Appellate Rule 10.1014 program, and the Government Code 68106 court reduction in services program, and identify, implement, and oversee other administrative programs.
  • Reviews and monitors program activities; identifies opportunities for process and procedures improvement, including standard response language updates; and makes recommendations to LSS Director.
  • Regularly assess the PMO for potential procedures that will benefit the unit, then work with staff to develop, finalize, and implement them to ensure the unit operates efficiently and effectively.
  • Monitors processes to determine which should include formal procedures and works with staff to develop and implement the procedures within the unit.  
  • Oversee the PMO budget and report expenditures to the LSS Director. Monitors project-related and unit maintenance spending to ensure expenditures align with PMO budget allocations.
  • Act as advisory body staff related to specific initiatives.
  • Oversees research, information, and data gathering from internal and external resources to document processes and identify opportunities for efficiencies.
  • Oversee general administrative duties in support of Essential Duties, such as budget monitoring, travel arrangements, meeting preparation (materials, room, hoteling and other tasks).

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree and five (5) years of analytical or managerial experience in program analysis, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

Pay and Benefits

$8,512 - $12,766 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
