Overview
The Judicial Council of California is accepting applications for the position of Supervising Analyst in the Collaborative Justice and Behavioral Health unit of the Criminal Justice Services office.
The Supervising Analyst will direct the work of two Senior Analysts, one Analyst, and one Associate Analyst. The candidate selected for this position will work closely with local justice system partners and internal stakeholders to deliver support to innovative and novel programs related to collaborative justice and mental health diversion programs. They will work closely with local justice system partners and internal stakeholders to support to collaborative courts and mental health programs through training, technical assistance, and policy development. They will also be responsible for overseeing court and stakeholder engagement, developing outreach and training materials, and conducting collaborative court related mandated program reporting and evaluation. This position will report to a manager.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
Lead the Collaborative Justice/Behavioral Health team and direct activities focused on new and emerging statewide programs related to collaborative courts:
- Work closely with internal and external stakeholders responsible for administration of collaborative courts such as drug courts and mental health diversion.
- Direct and lead staff as they implement and support projects designed to increase the effectiveness of collaborative justice court programs.
- Oversee the development of all program materials including training manuals, fact sheets, web content and public facing informational materials.
- Provide ongoing support for courts and justice system partners related to collaborative court programs and behavioral health issues.
Oversee the Collaborative Justice Courts Advisory Committee and its subcommittees:
- Provide subject matter expertise for Judicial Council advisory groups and judicial council staff in other divisions.
- Provide support to collaborative court programs through outreach and education.
- Collaborate with JCC departments such as CFCC to review and complete committee action items.
- Regularly review academic and research reports produced by staff for submission to the Legislature and other advisory bodies.
Oversee mandated reporting requirements to ensure legislative and JCC reports are accurate, thorough and submitted on time:
- Work with CJS Analysts to outline reporting requirements and map all key dates
- Review, edit and finalize project reports. Monitor submission process along with staff.
Other Duties and Responsibilities:
- Training and Professional Development related to data informed decision-making.
Supervisory Duties:
- Recommends selection of staff;
- Trains staff and proposes internal and external training courses and workshops;
- Provides for career development and planning for staff;
- Approves time off requests;
- Reviews and approves time sheets;
- Evaluates employee performance and conducts performance reviews; and
- Administers discipline as required.
Qualifications
Bachelor’s degree, and five (5) years of analytical or managerial experience in program analysis, implementation, research and/or evaluation, which includes one (1) year of supervisory experience. An additional four years of professional experience as noted above may substitute for the bachelor’s
degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research,
and/or evaluation, which includes one (1) year of supervisory experience.
OR
One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst
or three (3) years as an exempt-level Analyst in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
