Overview

The Information Technology office is accepting applications for a Senior Business Systems Analyst with the Digital Services unit. The Digital Services is the unit responsible for the design, development and support for the JCC Virtual Customer Services Center Intelligent Chat, Voice to Text Translation Application, Digitization of Court Records and implementation of SharePoint to various program areas. This role serves as a bridge between business and technical users, supporting system initiatives across various programs. The position provides guidance on new systems and enhancements while acting as a SharePoint subject matter expert to optimize business processes. The Senior Business Analyst collaborates with teams, judicial partners, vendors, and developers to identify requirements, resolve issues, and enhance product quality.

The Senior Business Systems Analyst will support the Judicial Council Digital Services team across various programs, leading SharePoint initiatives and ensuring effective site management, user access, and content updates. Responsibilities include site development and design, developing training materials, documenting best practices, and establishing SharePoint governance. Additionally, this role will support the Digitization of Court Records unit, aiding in the transition to digital formats and modernizing court administrative processes. Operating with minimal supervision, the Senior Business Systems Analyst will coordinate with IT teams to ensure successful product delivery.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

• Perform lead activities with the Development and Deployment of the SharePoint Application.
• Perform Lead Project Management Activities.
• Lead Project Management Activities for the Digitation of Court Records Program Area.
• Conduct Administrative Functions in Support of the Digital Services Unit.

Other Duties and Responsibilities:
Perform other related duties to fulfill the goals and objectives of the Digital Services Unit. Additional duties may include, but are not limited to, assisting where needed within the team/unit which may include special assignments.

• Attend staff meetings (weekly, bi-weekly, monthly, or as scheduled)
• Prepare/attend one-on-ones (weekly or bi-weekly)
• Attend Vendor Management or User Group meetings (Monthly) 
• Attend relevant committee and stakeholder meetings (as needed) 
• Maintain knowledge in current and emerging technologies (ongoing) 
• Provide assistance/backup for meeting management/support (as needed) 
• Attend training classes as needed and complete all team training requirements

Qualifications

Bachelor’s degree, and five (5) years of experience providing technical and business process 
support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management 
information systems, etc., may be substituted for one of the years of required experience. An 
additional four years of professional experience as noted above may substitute for the bachelor’s 
degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of 
experience performing the duties of a class comparable in the level of responsibility to that of a 
Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:
• Strong knowledge of SharePoint Online and Microsoft Collaboration tools. 
• Experience in SharePoint Administration, Site Provisioning and Permissions management 
• Familiarity with SharePoint workflows, Power Automate, Power Apps, and Power BI for process automation and reporting
• Proven ability to lead SharePoint initiatives and manage multiple projects simultaneously
• Experience working with cross-functional teams, including IT, business users, vendors, and leadership. 
• Strong communication and collaboration skills to bridge the gap between technical and non-technical stakeholders
• Experience in industry-standard project management methods, tools, techniques and processes. 
• Excellent customer service, verbal and written communication skills. 
• Strong organizational and multitasking skills. 
• Ability to thrive in a fast-paced work environment.
• Excellent MS Word, Excel, Project and Visio skills. 
• Strong problem-solving and analytical skills. 
• Ability to work independently with minimal supervision. 
• Adaptability and willingness to learn new technologies and methodologies.
