Overview

The Research, Analytics, and Data (RAD) office is accepting applications for a limited term Senior Business Systems Analyst (Sr. BSA) position. The Sr. BSA will work as a senior data analyst. This position is a temporary, limited term assignment for up to 0.80 FTE (32 hours per week) for a duration of no more than one year, contingent on the availability of funds.

This position provides professional-level analytical work for data reporting, analytics, and validation of a new technical solution for the Judicial Branch Statistical Information System (JBSIS) data reporting. This is large-scale, complex enterprise project that proposes to replace a system that has been in place for over twenty years. As such, this role will require professional-level technical skills to create and implement processes for data validation, user acceptance testing, and project implementation. This role will support the RAD team during the current phase of work, which involves onboarding about 8 courts and also building out the product management/ongoing support requirements so that RAD can use this new technology for JBSIS data reporting. This position works independently and with limited supervision in support of major initiatives that have statewide impact.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. For this position. the successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week (Tuesdays and Wednesdays), based on their office leader’s direction, and reside in the areas surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

This position is funded at 80% of a full-time equivalent (32 hours per week). Besides the requirement to work onsite Tuesday and Wednesday for full (eight-hour) days, the remaining hours may be scheduled flexibly, based on mutual agreement.

Responsibilities

•    Create, update, and refine data dictionary for data collection in the new technical platform and for other branch data as needed.
•    Document and prepare change requests. Describe use cases in appropriate level of detail, identify test cases, perform and describe impact analysis. 
•    Perform data validation checks to ensure performance according to business specifications.
•    Develop, coordinate, and execute test plans, test criteria, and test user scripts for data validation.
•    Provide data reporting and validation assistance to trial courts.
•    Serve as a technical lead to the RAD team to gather use cases, prepare process flows, and map business processes that will be needed for JBSIS governance on the new reporting platform. 
•    Make presentations to internal team, create new business dashboards and validation matrices to visualize data, and create training materials for courts.
•    Serve as data analytics consultant to courts and JCC offices:
a.    Use advanced statistical methods and analytical techniques to formulate and test hypotheses, implement research design 
b.    Use complex, inferential statistical analysis to clean, weight, validate, and aggregate data
c.    Develop, research, design and implement research protocols to resolve data mapping issues and implement data quality control protocols to ensure accuracy and completeness of data
d.    Prepare dashboards, visualizations, analyses, memos, trainings, presentations, and reports for various internal and external audiences
e.    Establish and execute branch data governance policies and protocols
 

Qualifications

Bachelor’s degree and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience.

An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One (1) year as a Business Systems Analyst with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California superior court or California state-level government entity.

Pay and Benefits

$7,941 - $11,912 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
