Overview

The Information Technology office is accepting applications for a Senior Business Systems Analyst. The Senior Business Systems Analyst position is assigned to the Information Technology’s (IT) Admin Support Unit and is the lead business analyst to support all procurements, solicitations and contracts for the IT Division; performs project analysis including business process flows, fiscal and legislative analysis for all major solicitations (Requests for Proposals (RFP) and Invitation for Bids (IFB)), and serves as business subject matter expert on the Judicial Branch Contracting Manual and its associated policies and procedures. The position receives general direction and supervision. The position also receives project assignments directly from the Director of IT as needed.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

Lead analyst to support procurement of IT Goods and Services by assisting IT Project Managers on their procurement needs by developing the appropriate procurement vehicles including RFPs and IFBs. Continue to shepherd the procurement from planning stages through completion providing assistance and guidance as needed. Verify that project funding is available for the duration of the contract and work with IT Budget team to secure primary and additional funding as needed.
• Serve as the lead and subject matter expert for the development of all new solicitations including, but not limited to, RFPs and IFBs.
• Ensure funding for a project is secured prior to a solicitation being completed. Work with IT Budgets team to source funding when necessary.

Researches and resolves complex contract issues. Acts as a liaison between Project Managers and Suppliers on contract compliance. Monitors contract deliverables and associated timelines, working with the Project Manager in pursuing Service Level Agreement (SLA) remedies.
• Monitor the status of current contracts checking expiration dates and deliverable due dates. Working with Project Managers to provide status updates and guidance on amending a contract to allow more time or closing out a contract that is set to expire.
• Act as a liaison between the Project Manager and Suppliers for contract compliance. Together, developing a plan to shift out of scope contracts back into scope.

Provide accurate reporting on contract statuses, funding, deliverables and other concerns. Coordinate and facilitate quarterly contract status meetings between Project Managers and Supplier representatives.
• Notify Project Managers of upcoming agreement expirations at least sixty days prior to the agreement expiration.
• Track all contracts using tolls provided. Complete all fields for new contracts and update agreement terms as amendments are completed.

Qualifications

Bachelor’s degree, and five (5) years of experience providing technical and business process 
support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management 
information systems, etc., may be substituted for one of the years of required experience. An 
additional four years of professional experience as noted above may substitute for the bachelor’s 
degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of 
experience performing the duties of a class comparable in the level of responsibility to that of a 
Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:
• Understanding of the State procurement process (Either the State Contracting Manual or the Judicial Branch Contracting Manual)
• Two or more years in a role directly involved with the creation and execution of complex solicitations like Requests for Proposals and Invitation for Bids.
• Experience drafting contract language, redlining draft agreements and negotiating terms and conditions.
• Two or more years in contract administration actively monitoring deliverables, timelines and resolving discrepancies.
