Overview

The Information Technology (IT) office is accepting applications for a Senior Business Systems Analyst to join our Enterprise Services Project Management Office (PMO), a team central to IT operations. In this high-visibility role, you’ll lead four key functions: sustaining and maturing IT’s project and portfolio management practices; managing assigned projects; serving as a lead data analyst; and providing primary staff support to at least one IT governance body.

This position directly supports the IT PMO, leadership, and committee members; guides internal staff; and works closely with other agency offices, courts, vendors, and justice partners. It demands strong collaboration, a reputation for trust and reliability, and the ability to independently deliver complex technology projects that support the evolving needs of the judicial branch.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, with additional in person days for committee meetings, training, or conferences, and at the discretion of office leadership. Candidates must also reside in the areas surrounding these office locations.

Responsibilities

• Serve as a PMO lead advising staff, developing and delivering training, tracking project status, and recommending process improvements.
• Serve as project manager for assigned IT efforts and modeling our standardized processes.
• Lead analytics initiatives by establishing frameworks, analyzing data, and delivering insights and visualizations.
• Serve as lead staff to one or more committees or workstreams, as assigned (such as IT’s Oversight Committee, office-wide Integrated Project Planning sessions, and/or branchwide IT Modernization workstream).

Other Duties and Responsibilities:
• Crosstrain and serve as the backup lead/project manager to PMO activities.
• Attend staff meetings and prepare/attend for one-on-ones – weekly
• Attend IPP, Chief Information Officer roundup and other meetings as assigned
• Ensure content is maintained on the public website and branch extranet (Judicial Resources Network) related to assigned work – monthly 
• Ensure committee compliance with California Rules of Court (CRC) 10.75 open meeting rules – monthly 
• Attend training as deemed appropriate for assigned work and as required by CRC 10.491
• Respond to public information and public comment requests under CRC 10.500 – monthly

Qualifications

Bachelor’s degree, and five (5) years of experience providing technical and business process 
support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management 
information systems, etc., may be substituted for one of the years of required experience. An 
additional four years of professional experience as noted above may substitute for the bachelor’s 
degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of 
experience performing the duties of a class comparable in the level of responsibility to that of a 
Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:
• Excellent written and oral communication skills.  
• Strong ability to facilitate groups, build consensus, and conduct productive meetings. 
• Customer service and relationship management principles. 
• Project management experience using applied methodologies, tools, and techniques. 
• Experience with ServiceNow and SharePoint tools for project tracking.
• Proficiency in data analysis, including using excel, PowerBI, or similar tools.
• General understanding of court organizational structure, roles, responsibilities, and operations. 
• Experience with emerging technologies in court business. 
• Ability to navigate basic procurement processes including the creation of request for proposals (RFPs), budget change proposals (BCPs), statements of work (SOW), evaluation methodologies, contracts, and procurement documentation. 
• Excellent ability to summarize and synthesize complex information; communicate technical materials to non-technical users and leadership. 
• Strong listening and problem-solving skills. 
• Eagerness to learn and utilize new technologies or software features, as assigned.
