Overview

This position provides critical research, data, and analytic support to the Judicial Council (JC), Executive Office, trial courts, and appellate courts and provides research consultation and support to JC offices and JC committees. This position will support the work of the Data Analytics Advisory Committee (DAAC), whose primary responsibility will be to make recommendations to the Judicial Council regarding the collection, use, and sharing of judicial branch data and information to inform decision-making, promote transparency, and improve the administration of justice while ensuring the security of nonpublic data and data sources. This position will lead and/or support the development and continued maintenance of trial court workload models, including the Resource Assessment Study (RAS) model and the Judicial Workload Study (JWS) model used to assess resource need in the California trial courts. This position will conduct policy and data analysis projects on complex and high-profile initiatives. The role requires strong analytical skills; the ability to use statistical software and conduct quantitative analysis; and the ability to multitask to meet deadlines. This position works independently and with limited supervision.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week (Tuesdays and Wednesdays) and reside in the areas surrounding this location. Additional in-office days may be required to meet business needs and occasional travel within the state of California may be required.

Responsibilities

Conduct research, develop study design, consult with courts and subject matter experts, and interpret legislation as it relates to the workload models:

  • Identify and define data elements and research questions associated with legislative mandates and JC priorities and integrate into research design.
  • Develop methodology and study design for workload models, interim updates to models, and other analyses.
  • Develop data collection protocols, conduct pilot testing of data collection tools and methods, develop training materials and conduct trainings.
  • Share research with executive leadership, Advisory Committee and other stakeholders, and work with consultants as needed to develop and implement workload studies.

Lead research projects and provide research support to other JC offices:

  • Develop research design, case file review, workload analysis, program evaluation outcome measures, statistical sampling methods and other qualitative/quantitative analysis and evaluation.
  • Use statistical analysis in STATA, R, or other analytic packages to clean, weight, validate, and aggregate data.
  • Manage process related to data mapping and response accuracy; draft reports, memos, or studies by applying subject matter expertise; create data tables, dashboards, and other presentation materials to convey study findings.

Serve as internal consultant to other offices and/or advisory committee staff on research and data issues to improve use of empirical data for branch policy making:

  • Establish governance policies for data and develop a strategy for the client, working with others to identify specific programs, software and processes to compile and maintain data.

Build and support data analytics and visualization to help the Judicial Council move toward being a data-driven organization:

  • Identify and help standardize data elements used across projects or groups.
  • Build dashboards for management to pinpoint and understand data trends.
  • Identify and analyze data that would improve understanding of the organization’s process, interventions, or impact of policies.

Qualifications

Bachelor’s degree, and four (4) years of analytical experience in program analysis, policy development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

  • Knowledge of court case processing
  • Proficient in conducting research
  • Skilled in database creation, management
  • Knowledge in R, SQL, Stata and other data management programs.
  • Experience using Tableau, Power BI
