Overview

The Judicial Council of California is accepting applications for the position of Senior Analyst with the Center for Families, Children & the Courts.

Under the direction of the Supervising Analyst of the Language Access Implementation unit, the Senior Analyst position is responsible for providing advanced analytical work and serving as a subject matter expert on critical and high visibility projects. The Senior Analyst is an integral part of the Language Access Services team, implementing the Strategic Plan for Language Access in the California Courts. In this capacity, the Senior Analyst serves as the lead staff to managing the Language Access Signage and Technology Grant Program, which allocates $2.35 million annually to the trial courts for signage and technology initiatives that benefit limited English proficient, deaf, or hard of hearing court users.

The Senior Analyst is responsible for grant management from planning, implementing, and monitoring fiscal compliance with program guidelines. In addition, the Senior Analyst is the lead staff to managing the $135 million annual appropriation of the Court Interpreters Program (CIP/Trial Court Trust Fund), which provides interpreter services funding to the trial courts. These two important projects involve extensive contact with court leadership and advisory body members, as well as collaboration with other Judicial Council teams and court stakeholders. The Senior Analyst is responsible for council reports and legislative reports based on analysis of court data, advisory body presentations, and regular updates to management, council leadership, the Language Access Representatives, and Regional Interpreter Bargaining Chairs.

The position has a particular focus on contributing to strategic decision-making; researching industry standards, best practices and emerging technologies; performing complex research and analysis; developing recommendations based on comprehensive research and analysis; and preparing metrics and data analysis to measure the progress of current and new initiatives. As needed and as prioritized by the Supervising Analyst, this position provides analytical support for other language access projects and initiatives.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

  • Under direction of the Supervising Analyst, provide project management for the Language Access Signage and Technology Grant Program, which is a large-scale and high-profile project, and serve as a subject matter expert.
  • Create and maintain programmatic guidelines to administer and manage the Signage and Technology Grant Program; collaborate with Information Technology staff to avoid duplicate awards of technology grants.
  • Under direction of the Supervising Analyst, provide financial management of the Signage and Technology Grant Program and provide technical assistance to the courts.
  • Prepare allocation methodology reports and data analysis for preparation of Judicial Council reports.
  • Manage Signage and Technology Grant Program communication, education, and reports.
  • Prepare presentations for judicial officers and court staff regarding the grant program, including applications, status of awards, and completed projects.
  • Under direction of the Supervising Analyst, provide project management for the Court Interpreters Program (CIP/Trial Court Trust Fund), which is a complex, high stakes project, and serve as a subject matter expert.
  • Create fiscal surveys and communications to gather CIP expenditure data from trial courts.
  • Draft Judicial Council reports and the annual CIP Expenditure Report (submitted to the Department of Finance and the Legislature).
  • Create timelines to track progress of management and Executive Office (if needed) review and approval.
  • At direction of supervisor, collaborate with Language Access Services Program staff and provide analyst support on projects and new initiatives as needed.
  • Work on establishing request for proposals (RFPs) for language access initiatives.

Qualifications

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

  • Skilled at using Microsoft Excel, creating spreadsheets, and performing calculations and analysis; budget analysis and forecasting skills.
