Overview

The Judicial Council of California is accepting applications for the position of Security Coordinator for the Facilities Services office. 

The Security Coordinator, with minimal supervision, will provide security consultation, perform security assessments, and coordinate electronic security system evaluations and improvements, and provide security and emergency response training programs for trial courts. The incumbent will also oversee the security systems design and work of architects, contractors, and consultants for capital projects and provide appropriate comments and direction during design and construction.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in-person at the Judicial Council’s San Francisco or Sacramento office at least two days a week, based on their office leader’s direction, and reside in the areas surrounding these locations. 

Responsibilities

Serve as Judicial Council security consultant for new courthouse construction projects:

  • Participate in planning and design process for new court construction projects.
  • Participate in meetings with design and construction staff to provide timely feedback to questions and regarding security issues.
  • Review design plans and make appropriate mark-ups and comments to ensure security elements of all projects and properly addressed and security systems provide necessary coverage at maximum value.
  • Serve as Judicial Council liaison to new court construction design teams and security providers to interpret and comply with Judicial Council construction standards regarding the security elements of capital projects.

Oversee special projects related to periodic evaluation of courthouse security systems such as video surveillance cameras and electronic access control systems, including consultant oversight, cost estimates, findings and recommendations:

  • Schedule and coordinate court site visits with system evaluation consultants.
  • Ensure consultants provide acceptable written reports with accurate assessments and evaluations of court security systems.
  • Schedule and participate in weekly meetings with consultants to discuss progress, make recommendations, and resolve project related issues.
  • Review consultant evaluations and provide feedback, recommendations, and progress updates to management.

Provide internal security consulting services for the courts and other Judicial Council offices regarding facility modifications, security enhancements, and new equipment:

  • Coordinate efforts with JCC facilities staff and provide feedback on potential security implications of facility modification projects.
  • Review court requests for security improvement or modification projects and provide recommendations.
  • Conduct onsite evaluations of potential facilities modifications projects to determine security impact.

Provide security subject matter expertise for the evaluation of statewide master agreements for security products and services; represent the Judicial Council in various meetings relating to court security and provide relevant information to Judicial Council justice partners:

  • Provide security subject matter expertise for statewide master agreements to maximize value and ensure quality products, installation, and service.
  • Review security related requests and proposals and make recommendations to management.
  • Review and draft security related publications, guides, best practices, and other documents to make our security expertise more easily available to the courts and justice partners. 

Respond to requests for independent security advice from courts. Provide services to assist courts in complying with various rules of court and other codes related to security.

  • Provide on-site court security assessments. Identify safety deficiencies and security vulnerabilities. Prepare court security assessments reports to include security improvement recommendations and facilitate JCC assistance with achieving recommended improvements where appropriate.

Qualifications

Bachelor’s degree and two (2) years of emergency and building security planning or critical infrastructure experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

LICENSING AND CERTIFICATIONS

- Valid driver’s license, as assigned.

$7,108.00 - $10,664.00 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
