Overview
The Judicial Council of California is accepting applications for the position of Principal Manager I, Facilities Project Management (PM) for Facilities Services.
The Principal Manager I, Facilities (PM), provides high level management and oversight of the Project Management unit. The Director, Principal Manager II (Deputy Director), and Principal Manager will work closely to achieve cohesive operational alignment and external outreach to address complex and changing needs and priorities of the Judicial Branch Capital and Facility Modification Programs.
Under the general direction of the Director, Principal Manager II (Deputy Director), the Principal Manager, through subordinate managers and supervisors, performs all duties necessary to oversee, guide, and manage the program and project management personnel implementing both capital projects as well as renovation projects program statewide. The Principal Manager directs managers and staff in the development and implementation of statewide initiatives, protocols, processes, and or procedures. The Principal Manager is responsible for working with all levels of staff on project issues and represents the Judicial Council of California (JCC) with local courts. This position requires advanced knowledge of principles, practices, and techniques of design, construction, program, projects, and construction management; project delivery methods’ regulatory requirements; and knowledge associated with the State budgeting processes. This position reports directly to the Principal Manager II (Deputy Director) and will often act on the Director/ Principal Manager II (Deputy Director’s) behalf for specific tasks and duties when he/she is not available.
The Principal Manager will work collaboratively with other unit heads in Facilities Services for successful delivery of the project.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
Design and Program Management:
- Provides strategic management and direction to the program and project management personnel implementing the capital, major renovation projects and Facility Modifications. Make quarterly site visits to each capital project in construction.
- Develop policies and procedures for project and management.
- Provide technical input to project architects/managers, planners, attorneys, and various other professionals, as required.
- Directs the preparation and provides oversight and maintenance of project schedules, budgets, and quality control objectives.
Oversight of the Planning and Policy unit:
- Oversee planning and policy unit support to the Court Facilities Advisory Committee, including overseeing all planning related analyses presented to the working group.
- Prepares and presents effective oral and written reports to location courts, other JCC offices, as well as local and state agencies.
- Develop analysis and presentation on various statewide planning topics including how to address funding redirections.
- Manage planning and policy unit work on producing the annual update to the five-year infrastructure plan.
Staff Management:
- Manages and supports staff responsible for statewide capital and renovation projects totaling almost nearly $5 billion dollars. Provides guidance and support in the selection of consultants for capital program and guide the negotiating process and execution of agreements.
- Directs and manages project and program reporting and administration including personnel supervision and management, education, and training.
- Develop, update and report on each unit’s goal.
Local and Government Management:
- Partners collaboratively with other JCC offices and unit managers in the development and implementation of statewide initiatives that control and guide the capital program and major renovation projects.
- Participates in project advisory group meetings with court and county representatives.
- Prepares and present effective oral and written reports to location courts, other JCC offices, as well as local and state agencies, including DOF.
Cross collaboration with other units. Ensure that other units are working well with policies, procedures, and work aids are available to staff to perform work effectively:
- Ensure that collaborative approach is taken with other units, like Operations, Security, Risk, EHS, Sustainability to successfully deliver the program.
- Ensure that collaborative approach is done with outside units like Budget Services, Branch Accounting and Procurement, Legal Services, to ensure successful delivery of the program.
Supervisory duties:
- Recommend selection of staff;
- Trains staff and proposes internal and external training courses and workshops.
- Provide career development and planning for staff.
- Approves time off requests.
- Review and approves time sheets.
- Evaluates employee performance and conducts performance reviews.
- Administers discipline as required.
Qualifications
Bachelor’s degree, preferably in architecture, engineering, building engineering, or construction management, and six (6) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of increasingly responsible management experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field such as architecture or engineering or possession of a professional engineer or architect license, and three (3) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of supervisory/management experience.
