Overview

The Information Technology office is accepting applications for a Senior Technology Analyst to join the Traffic Adjudication unit. The Senior Technology Analyst provides project management, business analysis, technical expertise and acts as a liaison and facilitator to the program they are assigned to work on.

Position responsibilities include, but are not limited to the following:
• Working with business units on requirements and process engineering 
• Creating and managing project plans, test plans and timelines 
• Providing technical expertise and resources
• Tracking project/technical issues and project status 
• Providing updates to key stakeholders 
• Creating project documentation, including planning, training, and user documents
• Facilitating change management and project communications

This position also includes relationship management responsibilities of working with other internal JCIT departments, other Judicial Council departments, Trial Courts, justice partners and vendors.

This position works collaboratively with its assigned project team but also works independently with minimal supervision.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

• Provide project management support and strategic leadership for assigned projects. Participate and/or facilitate use of the JCIT software development life cycle process and artifacts. Create project schedule and plan; identify strategies and solutions; conduct requirements gathering; map business processes and use cases.
• Act as the secondary/back-up point-of-contact for cross-divisional staff assigned as subject matter expert and project/programs. Advise on process, procedures, and problem-solving. Provide strategic and analytical support as assigned. Serve as a mentor and provide guidance to staff to support successful completion of project/program initiatives.
• Technical Advisor to Traffic Adjudication courts.
• Oversee the assessment and evaluation of system performance against service level agreements (SLAs).
• Monitor contract and deliverable completion with project partners/consultants.

Qualifications

Bachelor’s degree, preferably in computer science, information systems, or a related field, and five
(5) years of experience maintaining complex infrastructure with extensive knowledge in assigned 
area of expertise such as servers, hardware, operating systems and/or network operating systems, 
network hardware, telecommunications, and security.

Possession of a bachelor’s degree in computer science, information systems, or directly related field 
may be substituted for one of the years of required experience. An additional four years of 
professional experience as noted above may substitute for the bachelor’s degree. Or, additional 
directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Technology Analyst with the Judicial Council of California or one year of experience 
performing the duties of a class comparable in the level of responsibility to that of a Technology 
Analyst in a California Superior Court or California state-level government entity.
