Overview
The Information Technology office is accepting applications for an Information Systems Supervisor II to join the Computer Aided Facilities Management (CAFM) unit. The CAFM Information Systems Supervisor II is a key leadership role responsible for managing the CAFM system, which supports the Facilities Services office in maintaining over 400 facilities statewide. The position involves overseeing the configuration, implementation, and ongoing enhancement of the IBM Tririga software suite, ensuring that it meets the evolving needs of the organization. This includes managing system testing, security, disaster recovery, and the seamless integration of new features, with a focus on modules such as Portfolio, Demand Maintenance, Planned Maintenance, and Lease Management.
The Supervisor directly leads and mentors a team consisting of 2 Senior Business Systems Analysts, 1 Business Systems Analyst, 1 Senior Application Development Analyst, and 3 contractors. Supervisor provides clear guidance, direction, and motivation to ensure high performance and project success. Additionally, the supervisor serves as the primary point of contact between various organizations, including Facilities Services (FS), Information Technology (IT), IBM, and third-party vendors, ensuring effective collaboration and alignment of technical and business objectives. The role requires exceptional communication skills to articulate complex technical challenges to non-technical stakeholders and maintain strong relationships across multiple teams and organizations. The supervisor plays a crucial role in managing project timelines, ensuring that system enhancements, disaster recovery, security measures, and deployments meet deadlines while maintaining high customer service standards.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
• Provide direction, motivation, discipline, and work review to assigned staff and vendors.
• Serves as the point of contact between the client organizations and technical resources to assess, define, and document business and technical needs.
• Approve time off requests/review time sheets.
• Identifies and proposes training and development workshops for staff.
• Develop employee performance plans and evaluate employee performance.
• Project Management
• Directs the design, planning, and implementation of complex, organization-wide technical projects with minimal direction, including the development of project schedules.
• Coordinating the CAFM project schedule, resources, and tasks with FS, IT, and other organizations.
• Develop estimated timelines and resource requirements for project proposals.
• Communicate to staff and IT Management
• Responds to questions and provide information to management, staff, outside agencies, and the public. Provide status on the project tasks and activities.
• Maintains effective working relationships with JCC stakeholders, especially Facilities Services stakeholders, other JCC organizations, and vendors as a team lead
• Holds daily, weekly, and monthly meetings with the CAFM project teams and vendors to discuss project progress and make recommendations to management and JCC Executive steering committees.
• Meets with the managerial and executive staff to discuss specific CAFM/Tririga needs.
• Provide Technical Leadership
• Research complex technical issues related to the Tririga software and the supporting infrastructure, including DB2, WebSphere, and BIRT.
• Analyzes and reviews technical products and services, including vendor support and hardware infrastructure, drafts recommendations.
• Manages ongoing maintenance of products and services, including the selected Tririga vendor support.
• Manages implementation of new and upgraded products and services, including major and minor releases to the Tririga CAFM application
• Review and manage contracts and vendors
• Manages contracts, budget, and SOWs for the CAFM unit, including the existing IBM Tririga contract, the Implementation vendor contract, and all application developers' contracts.
• Manages consulting staff, including the application developer and reporting consultants.
• Negotiates change orders, personnel, schedules, and tasks with vendors.
Qualifications
Bachelor’s degree, preferably in computer science, management information systems or directly related field, and seven (7) years of relevant information technology experience, which includes at least one (1) year of supervisory experience.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years in a senior analyst or other level (C43) class, or four (4) years in an analyst or other level (C42) class with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level senior analyst, or four (4) years as an exempt-level analyst, in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
Desirable Qualifications:
• Experience working with Integrated Workplace Management System (IWMS) (3-5 years)
• Experience working with IBM Tririga application software (3 years)
• Experience working with a third-party hosting vendor
• Experience working on complex technical applications (5 years)
• Project Management experience on complex technical projects (5 years)
