Overview

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for the Facilities Services office. 

The Fiscal Supervisor leads the fiscal and budget monitoring functions for the Program Accountability unit in Facilities Services. The Fiscal Supervisor provides day-to-day supervision of fiscal staff, offering guidance, training, and support to ensure accurate and consistent financial forecasting to ensure alignment with approved allocations and funding sources. The incumbent is responsible for identifying and resolving complex and sensitive fiscal, budgetary and contract compliance issues, while ensuring contracts are administered in accordance to the fiscal policies, program requirements, and appropriation authority. The position also ensures timely invoice processing, payment reconciliations and collection of County reimbursements. In addition, the incumbent enforces all adherence to internal controls, policies, and procedures, while providing leadership in developing and refining processes to support fiscal accountability across Facilities Services. 

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in-person at the Judicial Council’s San Francisco or Sacramento office at least two days a week, based on their office leader’s direction, and reside in the areas surrounding these locations. 

Responsibilities

Lead Budget Development and Management:

  • Oversee and coordinate annual budget preparation with Senior Analyst; review financial impacts of proposed legislation and collaborate with department heads to collect relevant data.
  • Review legislative proposals affecting Facilities funding; ensure budget allocations are verified and reconciled with state budget adjustments.
  • Supervise the BCC and BCP processes, ensuring deadlines and milestones are met; maintain compliance with DOF Budget Letters and regulations.
  • Approve monthly budget reports prepared by Analysts; guide updates to forecasts based on performance and changing conditions.

Supervise Fiscal Compliance and Contract Oversight:

  • Facilitate ongoing meetings with Contracts and Procurement leadership to actively manage the high volume of contract requests from Facilities Services. Communicates workload, addresses areas of concern, identifies efficiencies, and suggests adjustments to internal processes to establish best practices.
  • Act as a representative for the office in responding to contracting, budgetary and fiscal concerns and issues. Provides guidance to staff in resolving encumbrance delays impacting the ability of Facilities Services to meet contractual financial obligations.
  • Oversees development and implementation of standardized vendor cost auditing and contract compliance tools.
  • Guides analyst in reviewing monthly contract expenditures, encumbrances, forecasts and analysis; advise management on open liability of agreements. 

Ensure invoice processing and payment compliance:

  • Oversee timely and accurate processing, funding and payment of invoices, including capital outlay, facility modifications, operations, leases, utilities, and all program expenditures.
  • Manage invoice aging and resolution of payment issues, negotiating with vendors and coordinating with project stakeholders to ensure compliance with Prompt Payment Act.
  • Ensure payments align with contract terms, approved budget and shared cost agreements such as Joint Occupancy Agreement (JOA) and Memorandum of Understanding (MOU).
  • Develops and maintain dashboard tools for tracking invoice processing timelines, payment metrics and outstanding obligations.

Manages County Payments and Reimbursements:

  • Oversees invoicing of counties shared space cost in accordance with Joint Occupancy Agreement (JOA) terms and conditions.
  • Manage accounts receivable and reimbursement analysis, standardizing reporting processes with accounting.
  • Develop reporting tools to track collections, aging balances, and variances from forecasted county reimbursements.

Oversees budget reporting and expenditure forecasting for all Facilities Services fund sources:

  • Collaborate with office leadership to monitor all Facilities Services budgets, including capital program, facility modification program, maintenance program, support services, etc. 
  • Conducts monthly Budget Briefing meetings for each reporting unit in Facilities Services to discuss court facilities budgets and staff budgets.

Supervisory duties:

  • Recommend selection of staff.
  • Trains staff and proposes internal and external training courses and workshops.
  • Provides career development and planning for staff.
  • Approves time off requests.
  • Reviews and approves time sheets.
  • Evaluates employee performance and conduct performance reviews; and 
  • Administers discipline as required. 

Qualifications

EDUCATION AND EXPERIENCE 

Bachelor’s degree, preferably in business, finance, accounting, or directly related field, and five (5) years of professional experience in accounting, finance, budgetary analysis, or contract administration, which includes at least one (1) year of supervisory experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or a master’s degree in a directly related field for the assigned discipline such as finance, contract administration, or accountancy, and two (2) years of experience as identified above, including one (1) year of previous supervisory experience. 

OR

One (1) year as a Senior Fiscal Analyst or other level (C43) class or three (3) years as a Fiscal Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Fiscal Analyst, or three (3) years as an exempt-level Fiscal Analyst, in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

Pay and Benefits

$8,512.00 - $12,766.00 per month

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
