Overview
The Judicial Council of California is accepting applications for the position of Fiscal Services Specialist in the Accounts Payable unit for the Branch Accounting and Procurement (BAP) office.
Under the supervision of the Fiscal Services Support Supervisor within the Accounts Payable Unit, the Fiscal Services Specialist is responsible for providing comprehensive accounts payable and transaction processing support to the Supreme Court and various Judicial Council of California (JCC) offices.
Key responsibilities include, but are not limited to: Auditing invoices to ensure compliance with purchase order or contract payment terms, as well as adherence to applicable policies and procedures; Processing audited invoices by assigning appropriate expense account codes or liquidating them from encumbrances (purchase orders or contracts); Making corrections to expenditures as necessary; Entering Office Revolving Fund (ORF) checks into FI$Cal, as needed; and Investigating and resolving invoice or payment-related issues in collaboration with internal and external stakeholders.
This role requires a strong understanding of fiscal procedures, attention to detail, and the ability to work effectively across departments to ensure accurate and timely financial processing.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
- Audits invoices to ensure compliance with terms established in purchase orders (PO) and/or contract agreements, corrects amounts and invoice totals, corrects accounting chart field values, and ensures expenditures are valid and have proper signatory authority
- Enters audited invoice in Accounts Payable module of FI$Cal. If the invoice is associated to a PO, copies the PO Receipt ID to the invoice. Completes all required voucher fields, including invoice amount, freight charges, Sales Tax code, and the appropriate remit-to address
- Runs DFQ_AP_02_Voucher_Listing to check for data entry errors. Corrects entry errors and emails the query to the AP Approver
- Audits ORF transactions for policy compliance and accuracy. If supplier is new, requests STD. 204 from the Supreme Court and forwards the form to the vendor maintenance desk for processing
- Accesses FI$Cal system to research voucher payment status and provides payment status to vendors, the Supreme Court, and Judicial Council offices
- Researches and resolves vouchers returned by SCO and resubmits the corrected information for payment
- Generates reports from various modules in FI$Cal to monitor and clean up contract and PO balances. Coordinates with office liaisons or project managers to close out encumbrance balance on completed projects or purchases
- Reviews year-end accrual worksheets submitted by offices and project managers, including related justifications, and suggests changes based on year-to-date expenditure analysis
OTHER DUTIES AND RESPONSIBILITIES:
- Attends staff meetings as needed.
- Learns and maintains desk manual, reads FI$Cal notices, and stays up to date on FI$Cal job aids.
- Provides coverage as needed.
- Cares for JCC equipment and materials used to conduct state business.
- Attends JCC and FI$Cal training.
Qualifications
Two (2) years of experience performing accounting operations work such as processing invoices and
claims, document review and other related work.
OR
Associate’s degree, preferably in accounting or business-related field. Additional directly related experience and/or education may be substituted on a year-for-year basis.
Desirable Qualifications:
- Knowledge of Governmental/State Accounting
- Efficient with Excel spreadsheet formulas (i.e., v-lookup, pivot tables, etc.)
- Associate’s degree, preferably in accounting or a similar business-related field and 1 year of experience performing accounts payable work such as auditing and processing invoices, and liquidating invoices from open POs/encumbrances
