Overview

The Judicial Council of California is accepting applications for the position of a Fiscal Services Specialist in the Accounts Payable unit for the Branch Accounting and Procurement (BAP) office.

Under the supervision of the Fiscal Services Support Supervisor within the Accounts Payable unit, the incumbent provides accounts payable support for the Judicial Council, Supreme Court, and Courts of Appeal. This position is responsible for processing claims for the Court-Appointed Counsel program and invoices for the Branch Accounting and Procurement, Budget Services, Business Management Services, Human Resources, and Project Management offices. Duties include, but are not limited to, auditing invoices, interpreting contract payment terms and conditions for payment applications and encumbrance liquidations, redistributing or reclassifying expenditures to the correct account codes, entering audited invoices/vouchers, assisting in month-end and year-end activities, providing payables related training to new office liaisons or project managers, researching, analyzing and/or compiling vendor accounts or historical payment data, and preparing journal entries and State Controller’s Office (SCO) corrections.

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

Responsibilities

  • Audit and process Court-Appointed Counsel (CAC) claims for the Supreme Court and Courts of Appeal. 
  • Audit approved invoices to confirm accuracy and validity. Ensure invoices are in compliance with contract terms and JCC and SCO policies and procedures.
  • Review CAC Bank of America account activity and perform required transactions. 
  • Research and respond to inquiries from attorneys, Appellate Project Offices, Supreme Court, and CAC Program regarding CAC payments.
  • Research and respond to inquiries from JCC offices and related vendors regarding invoice payments.
  • Follow up with offices on invoices pending their review and approval. Ensure vouchers are processed and submitted for approval per month-end close deadlines. 
  • Review Year-End Accrual Worksheets submitted by offices and project managers. Ensure FI$Cal chart fields are accurate and expenditures do not exceed budget authority.

Qualifications

Two (2) years of experience performing accounting operations work such as processing invoices and claims, document review and other related work.

OR

Associate’s degree, preferably in accounting or business-related field. Additional directly related experience and/or education may be substituted on a year-for-year basis.

Desirable Qualifications:

  • Experience working with FI$Cal.
  • Intermediate Microsoft Office skills.
