Overview
The Information Technology office is accepting applications for a Technology analyst to join the Electronic Services and Support unit. Digital Courts oversee the design, development, and support of E-Filing and several essential applications, including CCPOR (California Courts Protective Order Registry), ACMS (Appellate Case Management System), Appellate DMS (Document Management System), CIDCS (Court Interpreters Data Collection System). Digital Courts also provides Web Services for and on behalf of California Courts. These applications and services follow regular release cycles and receive periodic patches, requiring continuous Testing/Quality Assurance (QA) to maintain their integrity and reliability.
The Technology Analyst (TA) plays a key role in ensuring the quality of all Digital Court applications and services. Responsibilities include E-Filing support, development of comprehensive test plans and scripts, coordination and execution of testing cycles, and facilitation of user acceptance testing. Additionally, the Technology Analyst will focus on implementing automated testing processes where applicable, further improving efficiency and accuracy.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
Planning and Design
• Review and analyze system specifications: Understand the requirements and expected functionality of the E-Filing services and software implementations.
• Develop test plans and strategies: Creating a roadmap for E-Filing Use Cases and testing, including identification of key areas, test types, and timelines.
Test Execution and Analysis (User Acceptance Testing, Regression, etc.)
• Execute test cases: Run tests manually or by using automation tools.
• Analyze test results: Evaluate test results and identify discrepancies and defects.
Defect Management
• Identify and report defects: Pinpoint problems, bugs, and inconsistencies in services and software.
• Create detailed defect reports: Provide clear and concise descriptions of defects, including the steps required to reproduce them.
Collaboration and Communication
• Collaborate with Courts, vendors, application teams, and developers: Work closely with teams to understand issues, provide feedback, and ensure that fixes are implemented correctly.
• Communicate with stakeholders: Keep project managers and other stakeholders informed about the status of identified E-Filing and testing issues.
Other Duties and Responsibilities:
Perform other related duties to fulfill the goals and objectives of the Digital Courts Unit. Additional duties may include, but are not limited to, assisting where needed within the team/unit which may include special assignments.
• Attend staff meetings (weekly, bi-weekly, monthly, or as scheduled)
• Prepare/attend one-on-ones (weekly or bi-weekly)
• Attend Vendor Management or User Group meetings (monthly)
• Attend relevant committee and stakeholder meetings (as needed)
• Maintain knowledge in current and emerging technologies (ongoing)
• Provide assistance/backup for meeting management/support (as needed)
• Attend training classes as needed and complete all team training requirements (as needed)
Qualifications
Bachelor’s degree, preferably in computer science, information systems, or a related field, and three (3) years of experience maintaining infrastructure including knowledge of servers, hardware, operating systems, enterprise mail and directory services and/or network operating systems, network hardware, telecommunications, and security.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Three years as a Computer Support Specialist, in the assigned field, or two years as an Associate
Analyst in the assigned field, with the Judicial Council of California or three years of experience
performing the duties of a class comparable in the level of responsibility to that of a Computer
Support Specialist, or two years as an Associate Analyst in the assigned field, in a California
Superior Court or California state-level government entity.
Desirable Qualifications:
• Strong knowledge of QA/Testing methodology and tools.
• Experience in setting up and executing test plans and test scripts for multiple in-house applications
• Familiarity with setting up and executing automated testing
• Proven ability to work with several stakeholders simultaneously
• Experience working with cross-functional teams, including IT, business users, vendors, and leadership.
• Strong communication and collaboration skills to bridge the gap between technical and non-technical stakeholders
• Experience in industry-standard project management methods, tools, techniques and processes.
• Excellent customer service, verbal and written communication skills.
• Strong organizational and multitasking skills.
• Ability to thrive in a fast-paced work environment.
