Overview
The Manager position provides technical and program management oversight of the teams that support these applications, including design and development efforts, architectural best practices, testing, business reengineering, deployments, onboarding and communications with program partners, as well as managing the day-to-day operational support for court systems including but not limited to:
• California Courts Protective Order Registry (CCPOR): This application is a statewide- restraining order system that provides complete and accessible information to judicial officers, court personnel, and law enforcement.
• Case Management Systems: (including ACCMS) The Appellate Court Case Management System (ACCMS) is the primary business system for the Supreme Court and the District Courts of Appeal used to track and manage case processing.
• Court Interpreters Data Collection System (CIDCS): Branch-wide Translation solution for courts needing language access services.
• E-filing services: Electronic Filing enables the public, including attorneys and self-represented litigants, to initiate both appellate and trial court cases and submit documents online.
• Document Management System (DMS): This system enables courts to store and manage case records and other documents electronically.
• Case Management Services Planning and Administration: This unit is responsible for administering CMS master service level agreements, working with the CMS vendors to address escalated items from trial courts as well as tracking the status of state funded CMS deployments at trial courts.
This position also includes relationship management responsibilities and collaboration with other internal JCIT departments, other Judicial Council departments, Trial Courts, justice partners and vendors. It includes developing Budget Change Proposals and Requests for Proposal, as well as negotiating agreements with vendors.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.
Responsibilities
• Provide oversight for the development and administration of strategic plans, goals, policies, and tactical work plans for Court Management Services Area.
• Provide management directions to the Court Application Services team.
• Provide oversight for the development and administration of strategic plans, goals, policies, and tactical work plans for Court Management Services Area.
• Responsible for the oversight of assigned program budgets, development of Request for Proposals, and development of Budget Change Proposals.
• Provide oversight for the Electronic Services and Court Application Systems Technology Roadmaps.
• Supervisory Duties.
Qualifications
Bachelor’s degree, and five (5) years of professional-level analytical or managerial experience in
assigned function including, but not limited to, program analysis, development, implementation,
research, and advising, including at least two (2) years of supervisory experience. An additional four
years of professional experience in the assigned function may substitute for the bachelor’s degree.
Or additional directly related experience and/or education may be substituted on a year-for-year
basis.
OR
Master’s degree in a directly related field for the assigned discipline, and two (2) years of
professional-level analytical or managerial experience in assigned function including, but not limited
to program analysis, development, implementation, research, and advising, including at least two (2)
years of supervisory experience.
OR
Two years in a supervisor classification with the Judicial Council of California, or two years of
experience performing the duties of a class comparable in the level of responsibility to that of a
supervisor classification in a California Superior Court or California state-level government entity,
or two years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project
Manager with the Judicial Council of California and a) completion of training courses on topics
related to effective supervision within 6 months of promotion; or b) one year of previous supervisory
experience.
